Your county sheriff has recently come out publicly in favor
of consolidating all police agencies in your county. Having caught your new
police chief off-guard, your police chief asks you – the agency’s director of
research, planning, and analysis – to explain in a memorandum all that would be
involved in creating and maintaining a single county-wide agency, to include
advantages and disadvantages of doing so. Create a memorandum mainly stating
the advantages and disadvantages of this consolidation for employees, the
community, and the effectiveness of policing. At the end, you will need to make
a recommendation to your police chief as to whether this is a good idea or not,
and why, stating reasons from your memorandum. You should format your
discussion as if you were writing an actual memo.

RE: The recent suggestion to
consolidate policing services with the Sheriff’s Office.
The main function of a Sheriff’s
Office is the patrol of rural areas and the administration of the jail,
courtroom, and the service of papers. This varies widely from the
day-to-day function of this policing agency. The overall function of
patrol would not change much, but the pay ranges for this type of activity is
drastically different for the sheriff’s office. A decision would need to
be made regarding the compensation of officers and deputies based on years of
service, experience and responsibilities.
The chain of command would be the
second point of concern as the Sheriff is the elected and supreme law
enforcement agent in the jurisdiction. The role of the police chief would
have to be decided which may affect adversely the future of this
administration. Any change in this direction may cause turnover in both
departments, thereby costing both department’s money as new employees are
sought and training incurred. The cost of $10,000.00 to train and equip a
new officer was recently discussed and appears to be consistent. This is
a negative that must be considered.
The next budgetary concern will be
the current system of municipal court and collected fees. This court may
no longer be needed and the fines, fees, and restitution will be going through
the county court in accordance with current standards. The court may
incur administrative fees and reduce the total income for the municipal
government based on the current standard.
The impact to the citizens of Lamar
and their police services will need to be addressed. They are used to a
certain standard of service. If the jurisdiction of these local officers
suddenly becomes county wide, then response times and access to the police will
be greatly reduced. This could result in decreased support from the
community. This department has recently made great strides in increasing
this through community programs. The contract services provided by the
Sheriff’s Office to the outlying communities should be assessed. This
analysis will provide the best judgement regarding the standard of policing
services that will be provided should this decision be accepted.

regarding costs and affects regarding this change.
This office maintains the position
that based on the above listed issues, it should not support this position for
change at this time. This office suggests a time frame of six months to
review more information regarding this decision, effectively January 1, 2016.
