(y-y1) = [(y2-y1)/(x2-x1) ] (x-x1).

hence (y+2) = (0+2)/(-2+3)  (x+3)

or solving we get y+2 =2x+6    or  2x-y+4 =0

Slope intercept form of line equation is  y = mx+c
