A jail is a city facility where pre-trial defendants that cannot make bail are housed while prison is a state facility that houses long-term felony offenders.

Jail are mostly run by local government while prison are run by state governments and the Federal Bureau of Prisons (BOP)

Jails operate work release programs, boot camps, and other specialized services while State prison systems operate halfway houses, work release centers and community restitution centers

b) Jail has release programs and boot camps and offer educational and vocational programs to rehabilitate them so that they become responsible while state programs depends on the inmates level of custody i.e minimum and medium security programs like work release programs and community restitution centers.
