AIC Child Care Center is a small, non-governmental, organization that is located in a
small town. The organization deals with providing a home for children with disabilities. It also
has a physiotherapy section that receives patients in need of physiotherapy. The organization
consists of several offices for; the director, the secretary, the accountant, the administrator, and
the physiotherapy offices. All of these offices are situated within the same area. It has a
preschool and a boarding section for those that are living there. The organization deals with a lot
of computer work associated with keeping records of patients and children. Each office has its
computers that are used for data entry and communication. There has been a great need for better
communication between these offices and the organization needs a well-connected network of
computers for easy communication and access to the internet. The project is, therefore,
associated with the development of a good network system that is capable of meeting the needs
of all of the offices in the organization and boosting the performance and the provision of better
services. More importantly, is the linking of the offices with the director, who is in charge of
every aspect of the organization (Shinde, 2009).
The organization has several key stakeholders that play a vital role in the day to day
activities of the organization. The first one is the physiotherapist, who receives patients daily
from different parts of the town, as well as those that reside within the premises of the
organization. Another stakeholder is the administrator, who works as the director’s assistant. He
is responsible for the coordination of various activities and makes some of the more crucial
decisions in the organization. The accountant is another stakeholder and he deals with the
organization’s finances. The director’s secretary is another stakeholder, and she deals with
communicating the director's decisions and requests to others in the organization. The director,
himself, is another stakeholder and he is the head of the organization. Lastly, are the children

with disabilities the organization was developed to look after and assist as they grow up in the
institution. The organization also has other important sections, such as the workshop and the
school, but, these play more minor roles. The other sections described above are the sections that
deal with the core aspects of the organization and, therefore, form the main stakeholders of the
organization.
The project will be very important because these offices work in coordination with each
other in terms of communication. Each office is usually dependent on each other. For example,
the physiotherapy department receives patients each day and each patient is required to pay for
the services received. As a result, the accountant needs to be notified of activities involving
finances. The same goes for the other departments in the organization where communication
needs to be free flowing and continuous at all times. The development of a good network in the
organization will, therefore, enhance communication between these departments and will boost
the performance of the organization in general. For example, the director can easily send memos
to every section or make requests for which the other sections can respond easily through the
network. The network will also aid in having a good internet connection where each section
would receive the service (Shinde, 2009).

The Project Charter
Project Purpose:
•
The purpose of this project is to establish a network that would interconnect the
computers of all of the offices within the organization to enhance communication and
supply internet to the offices.
Measurable Objectives:

To determine the amount of materials and equipment needed to develop the network.
•
To establish the total costs associated with developing the network.
•
To assess the benefits associated with the network.
High-Level Requirements:
•
The project will require approval by the director based on agreements made by all of the
sections of the organization.
•
The project will require adequate funding to buy the necessary equipment and materials
needed for the project.
Milestone Schedule:
•
The project would take a maximum of four days that would be characterized by the
proper wiring of the offices, installing routers and other equipment, as well as the
installment of the necessary software.
Proposed Budget:

The project would need approximately $1000.

Introduction
A project is an intertwined set of activities that are undertaken within a set time scope and
limited finances. A project proposal is written as a means for influencing potential financiers on
the viability of the project. The proposal also captures the intended scope of the project and the
activities the project will engage in. It also offers an insight for the donors on how their money
will be used. A good proposal should describe what the writer of the project intends to
accomplish, the significance of the objectives to be achieved by the project, and the guidelines on
how to attain these objectives. Factors affecting the language and format of the proposal include
the type of project and the discipline that it falls.
The features of a project proposal must outline the aim of the project, specify the reason
why these goals are set and towards what end, determine who will be most interested in this
project, and decide on a plan that would achieve the results that were projected, both logically
and logistically. Additionally, the project proposal must outline what the final products from this
plan will be and how the writer will access the expertise in the field and if he has contacts that
are critical to the success of the project. The proposal should disclose if the project has a source
of funding or is seeking funding, and if there is additional information like supplies or equipment
that are vital to the implementation of the project. Furthermore, the project proposal must outline
the steps to be taken in the preparation of the project, the progress made concerning the
requirements, such as approvals and safety strategies, and show, in detail, how the money will be
used for every segment of the project. In the project proposal budget, there must be an
explanation of how each item supports a step in the overall plan. This project will handle fifty
children (Chikati, n.d).

Low income families do not have the luxury of having their children attend day care
centers, which, can put a strain on these families, especially, in cases where both parents have to
go to work to provide for the family. This problem has negatively impacted the growth and
development of these children in this early stage, especially, on the development of their social
skills. The problem has been around for a long time and it started when the standards of living
increased, putting strain on parents to work more hours, and the government did not come up
with a plan to take care of their children.
Vision
The vision for this project is to have a community where the children of those who have
low incomes and those who have high incomes are treated equally at this this stage in order to
promote their intercommunication skills.
Benefits
This project aims to provide low cost centers for low income families to be able to leave
their children to be cared for as they pursue important business. The project aims to aid the low
income level of society by providing them with this service at a price they can manage. The
other benefit of this project is the creation of employment opportunities to the members of the
low income families. The day care center provides a formal, structured environment, which, is
good for the children. Day care takes the place of a nanny or babysitter who, sometimes, can be
stressful to deal with and way more expensive by comparison. The day care center has well
defined rules and parts to be played by both the parents and the care givers. This makes it
convenient for both parties to plan their schedules according to the rules of engagement. In the
day care center, the parents of the children are able to meet and interact with each other. The
parents can support each other and plan babysitting time together.

The centers are more reliable than nannies, who may call in sick, which may
inconvenience the parents. The care-giving staff is normally trained in early childhood
education, thus, they know what to expect from the child developmentally and are able to nurture
growing skills accordingly. The centers have planned daily activities for the children such as
singing, dancing, projects, playing, and storytelling. The brain activities the children engage in,
which are made of simple objects like blocks, beans, and vinyl letters, enhance creativity. The
research in the National Institute of Child Health and Human Development suggested that
children in well-structured day cares have an edge on the intellectual brain power over the others.
Finally, day cares provide an environment for the children to interact and grow (ChildCare
Aware, 2015).
Deliverables
The objectives for this project are:

Provision of affordable day care centers for the children from the low income families.

Creation of employment for in the form of care giving staff.

Impacting social skills on these children.

Creating a center for playing and interacting with other children from the same locality.

Creating a center for the parents to meet, interact, and create a network where they can
come up with programs to help in the development of their children.

Creating more free time for the parents to concentrate fully in their work.
Success Criteria
To make this project a success, it has to bring together all the stakeholders, including the
parents, the committee that will be overseeing the implementation and the running of this project,

and the educational officials. The child welfare department must be included in this project, as
well. The project will have a playing area and teaching facilities, and provides training on
various skills. The care-giving staff will also have adequate training to enable them to handle
each of the children with their unique needs. The management will be required to work closely
with the parents and the other specialists on the child welfare and development and come up with
effective improvements where possible.
Deadline
The project will run for ten years and in phases of five years each. The rolling out of this
project will be in the next two years after all the authorizations and requirements have been met.
Approach
This project does not have its sources of funding and is, therefore, going to rely on the
funding from the government or the donors. The donors could be corporate, philanthropist, and
community-based organizations.
Project Plan
To set up a day care, certain basic items and requirements have to be met. Below are
some of these requirements captured in detail:
a) Legal Requirements
These are sets of regulations both by the federal government and the state concerning
children that have to be met. These requirements vary from state to state and are enforced
by the Department of Social Services, Department of Health, or Department of Family
Services. These regulations set the minimum number of children per center and safety
standards among other things (Consumer Products Safety Commission, 2015).
b) Insurance

The day care center system has to be insured for it to operate properly. It has to be
insured against natural disasters, as well as insurance of the supplies and equipment. It
must also have a liability policy for the property, the staff, and the children.
c) Child Care Licensing
The Child Care-Licensing is specific to every state and is meant to ensure that the care
providers operate in an environment that is safe and healthy to the child.
d) Location and Facilities
The day care center should be located in a large and spacious area that has enough room
for the children to play. The building should be large enough to have adequate rooms to
group together the children according to their ages. Other things include bathrooms,
toilets and changing areas designed for children, bearing in mind the Disability Act.
Other than the spacious area, safe playing rooms should also be set up with decorations as
well as a quiet corner for quiet reading or resting.
e) Furniture, Equipment, and Appliances
Some of the necessary furniture comprise of highchairs, boosters, seats, rocking chairs,
couches, tables, small chairs, nap mats and beds, step stools to reach the sink, training
toilets, and more. The playground is supposed to be fenced in. The playground
equipment should also have a soft area possibly made of rubber or something of the same
nature. As far as appliances, there will be a need for a refrigerator, stove, microwave,
dishwasher, washer, dryer, plates, cups and silverware, van, radio, television, computer,
and software.
f) Toys and Educational Items

Toys and educational materials are a vital part of every child care facility. The toys and
materials should be bought in consideration of the ages of the children to be cared for in
this facility. Books and learning toys that help to improve the mental development of
these kids are a must consideration in this category. Apart from being appropriate for
their age, the materials should also be safe.
g) Miscellaneous Requirements and Supplies
The children will also require some items that do not fall in any of the above categories.
These are things like snacks, juice, diapers, first aid supplies, cleaning services, security
services, supplies, art supplies, and more.
h) Staffing and Training
A proper background check should be carried out on all employees before hiring in order
to make sure that they do not pose any threat to the safety of the children. Child-to-adult
ratio has to be maintained in consideration of the age of the children. Younger children
require more adults compared to the older ones. This crucial sector requires relevant
training and certification on child care courses by both the employees and the
management. Some states will demand first aid certification or an agreement between the
day care and a local health department so that they can administer first aid in the center at
any time. The National Association for the Education of Young Children gives the
accreditation system, the ration of care givers to children, and the maximum amount of
children in each age group. It recommends not more than eight infants per group and one
care giver per four infants. The minimum pay per worker is $7.25, this makes an
employee working for eight hours earn $13,920 per year.

Conclusion
Although this project is not cost-efficient, it provides a lot of benefits to the community.
Therefore, it is imperative that help is sought from able entities such as the government. When
the project is implemented and running, it should be gauged on the level of development of the
children that pass through this system. The project should also be measured against the morale it
has on the employees and the rate of employment it offers. Lastly, it should be measured against
the level of cooperation of the parents in the community and how they are working together for
the welfare of their children.
