21745 Spring 2020- Assessment Task 2 Details PART A: DEA using solver Task: Considering the following scenario, help Mr. Shyam Prasad to rank the schools and give preferences for his children’s admission. Use Data Envelopment Analysis (DEA) tool to solve the problem. Mr Shyam Prasad has been recently transferred to Location B from Location A and has the issue of admitting his two children to a good high school. Being in a senior government position, he can admit them in the centrally funded XYZ School in Location B. He can give three choices of the school and it is likely that his children would be allotted one of them. Mr Prasad has chosen his best three schools (we call them A, B and C) and wishes to rank them. He would be happy if the children get either the first or the second choice. Some data is available and Mr Prasad identifies three important parameters that serve as inputs. These are 1. Number of students enrolled in the twelfth standard 2. Number of teachers in the high school section 3. Facilities available (infrastructure, sports, co-curricular and extra-curricular). While data for the first two parameters are directly available from records that the school maintains, Mr Prasad has his estimate for the points for infrastructure based on availability of buildings, laboratories, computing facility, internet availability etc. Among the many parameters that he would evaluate the schools, Mr Prasad believes that the following three adequately represent the output (performance) of the schools. These are 1. Number of students who enter professional courses per year (average) 2. Number of sportspersons who have played state level (in the last five years) 3. Number of students (alumni) who have become visible entrepreneurs, CEOs and eminent leaders. Tables 1.1 and 1.2 provide the data for the input and output parameters respectively. Mr Prasad believes in a linear relationship among the input and output parameters and wishes to rank them based on their relative efficiencies. To help them, build a decision support system (DSS) that identifies nearest clinic, which best suits their situations. The following link will help you to find the list of Covid-19 clinics available in NSW. You can select a minimum of 30 clinics to demonstrate your DSS. https://www.health.nsw.gov.au/Infectious/covid-19/Pages/clinics.aspx Consider the following scenarios and build the decision support system SCENARIO: • Scenario 1 – a 4-year-old child in Auburn needs a covid test and his parents wish to make an online booking with a private clinic for their convenience. • Scenario 2 – a lady in Surry Hills demands a covid test at Government Clinic on weekend. • Scenario 3 – a man in Bankstown wishes to have a test at a drive-through clinic with no booking required. • Scenario 4 – A mom and her 7-year-old daughter in Ashfield, both of them need a test at Government clinic with no booking and GP referral required on Saturday. They do not concern about the distance from their location to the clinic. There are several hints to consider before you start: – When selecting 30 Covid-19 clinics from the available data to build your own data set, you need to ensure that the data set adequately covers the given scenarios. For example, for scenario 1 you need to ensure you have sufficient private clinic sites (minimum 5), and at least one (out of 5) clinic allows a 4-year old child to be tested at their site within your data set; – Following the link of covid-19 clinics, you can use the filter function supported by the Web page (on top of the list of clinics) that helps you to search for clinics based on different criteria such as type of clinic (private or Government), drive-through clinic (yes/no), GP referral required (yes/no). Information about the address, opening hours and age/booking requirments are also available there – The highlighted word/phrase of words in each scenario should be considered as variables within your DSS such as the facility type (e.g., Drive through clinic, Government clinic or Private clinic), the location area of the clinics (e.g., Auburn, Surry Hills, Bankstown), booking required (e.g., no booking or online booking required), GP referral required, weekend opening hours, age restriction apply (e.g., children under 5). While you must add a minimum of 3 variables including the facility type, the area of the clinic, and the booking requirement to develop your DSS, you can also consider the other variables to provide more supporting functions to your DSS such as age restriction, weekend opening hour etc. The more variables, the better DSS. – You need to search each clinic’s Latitude and longitude details via Google Map, including your place of residence.
