Power is the possession of control,authority and/or influence over others.The power needed by a leader is determined by the goals he/she must achieve.for example the president or any leader of a country requires different powers compared to that of a church leader.This power of the president has much goals to achieve.
In the other hand more of the power can be of harm to the people whom are being governed.Although amount of their action is controlled by the type of power they have,it is their inner self that drives the action.|For example Hittler was a leader by all manner of definition yet there were some groups that hated.This hatred drove him to mass corruption.His inner being controlled the power.
