the lieutenant has some information that you thing he is hiding and there might be a cover up.the best thing is to ask him for the full information or just fail to write the report .this is because if you write it blindly you might land yourself in a lot of trouble if the cover up is investigated.the supervisor can be the best option request him to look into the case too.
