The ADA is a much more expanded piece of regulation used to all kinds of business that have been set, and that is the reason for why people wanted to get it passed. They wanted to make sure that the ADA applied to all types of people in all kinds of settings.
The significance of having money to spend on accessibility things was the primary concern at that time. It took years for section 504 of the Rehabilitation Act to be implemented. Without section 504, you had an act passed that centrally had nobody checking to make sure that the law has been applied. This section is still cited today in cases, what respect to disability.
