How do you covert decimal footing points into binary numbers?

Question description

If I where given two floating point numbers (let's say 0.365*10^-3 and -4.12*10^3) to find the sum/product of, if they where both stored in 16-bit half precision format, how would I go about converting them into binary? Also, if I where given 1 gaurd bit, 1 round bit and 1 sticky bit, how would I encorperate them into the process?
