Based on the information provided below calculate the median and provide an analysis of same. Word count must be minimum 160 words.

RCCS is divided into two campuses - elementary in one city, jr/sr high school in another (about 15mins apart). The school has been struggling financially to make ends meet since the recession hit, which happened to also be the point in history when they were supposed to build a new K-12 campus. Since the economy took a dive, the school remained in the same two dilapidated building and enrollment numbers fell dangerously low. The goal is to: increase enrollment, support winning extra-curricular activities and academics, and consolidate into one building. In a nutshell, with regard to marketing and business operations, we are doing things "old school," and that isn't working anymore.

Enrollment usually fluctuates within 10 students because the school gain some and lose some,  sometimes this happens mid-year. The goal is to retain the students we gain, reduce the "turnover rate," and continue to attract additional students.  This year and the past three years have been slightly higher than before because it marks the beginning of the school's  involvement with a foreign exchange student organization. This helps enrollment and revenue significantly. There were approximately 6-8 foreign exchange students this year, and about 5 last year. Some only attend for a semester, others remain for the entire school year.
