1 Project Selection, Final Charter, and Preliminary Project Plan Darin Burgess, Jorge Alcivar, Ivana Kocheva, Esteban Lopez, David Kaiser CPMGT/305 John Braeger November 7, 2016 2 Project Selection, Final Charter, and Preliminary Project Plan It may appear indisputable that it is by way of the new compliance processing project action the company will attain their purposes, but it is only by efficient project criteria selection proceedings that decision-makers are capable of opting for and supporting Learning Teams projects which weigh in most of reaching the objective of the company. The right project was selected to deliver the anticipated results. Figure 1. Weighted Selection Criteria Table The decision from among the range of preliminary projects to provide the new compliance processing is there consequently one of the most efficient approach functions which the company executes and as such it is fundamental that this is prudently developed to make an unbiased grading of staff performance for salary/bonus criteria. 3 Figure 2. In the concern of lucidity, assessment criteria should be accessible and available to top management. New Compliance Processing Final Charter The New Compliance Processing Project Charter has access to highly significant datasets, principally through a more incorporated downloaded data. Further, the development of The New Compliance Processing is a joint effort of different departments to meet and exceed criterion. The outcome expected is to manage work performance goals, intended to provide useful updated status reports on a regular basis, and a channel for executive comments in the form of opinions about better production information for future incentives and development. Formal Statement of Objectives The project objectives attempt to have an exerting effect on company requirements. Thus, granting access to upper departmental management to know latest staffing status reports would bring into play the following:  Recognize and develop the needed compliance measures  Weigh current employee performance by product and quota  Further, delimit the key role and constraints  Develop a formal project charter  Design a formal project plan for the test site implementation  Execute a testing ground common practice where focused on direct performances  Assess practicality and test effectiveness and inadequacy of the New Compliance Processing applicant and program procedures 4  Provide suggestions recommending compliance implementation, including; specific functions and obligations, project execution methods, timetable and managerial structure  Seek financial resources High Level Requirements Project's high-level requirements are as follows:  Outline and focus on preliminary data  Create trace performance interactive program accessible to executive  Competence to associate staff performance outcome and capacity to share data  Measure web server that provides access from any location  Install hardware and load software configurations options  Develop an analysis plan and test drive compliance processing hardware/software  Communicate what other recommendations that are needed (Software upgrades) Major Deliverables / Subtasks As the new compliance processing is developing, participant teams analyze industry standards to produce an organization system for calculating operation goals. Developing this new compliance processing system will grant access to staff performance status reports, marks for quality of work matrix for wages and pay supplement criteria to executives at any location. Project Scope Overview There are specific needs that have to be achieved as well as efforts to complete the project. This speaks to the planning phase which includes various aspects of the project scope such as deliverables, tasks, costs, deadlines, and goals. In regards to compliance processing, several deliverables can assist in this project such as training, brainstorming sessions or feedback from the IT department, and each deliverable can be achieved within a one to a two-week timetable. The task to be completed is researching the pros and cons of the project by making a 5 selection, planning, executing, controlling, and the end. (Nestor-Harper, M.,n.d.) suggested that "project management is a collection of activities using tools, knowledge, skills and techniques to meet the requirements of a project." Also, human resources will play a valuable part in implementing this project, because policies and procedures have to be accurate to avoid any legal ramifications during or after the project are completed. The nature of the project is to ensure that everyone will be monitored and reviewed to coach and develop them correctly and ensure that everyone can receive earned promotion or incentives with this process. Preliminary Project Schedule "By creating a robust plan at the start of the project, project managers can help curb cost overruns, resource shortages or excessive change requests" (PMP Passport, 2009, para.2). The high-level project WBS has been created to include additional work packages and activities as required for successful delivery of the project objectives. The WBS will be used for coding and reporting of all aspects of the Project including. The three levels of the WBS are Planning phase, Research Phase, and Implementation Phase. Figure 3. Project WBS The Project is being phased and packaged to meet the below key milestones.  MS-01 – Project Commencement Date – 01 Dec 2016  MS-02 – Project Completion Date – 23 Feb 2017 6 The overall project duration is 85 days, and the project's critical path goes through the reviewing of the already existing process in place, consulting the other departments, receiving the IT feedback report and the overall implementation phase. High-Level Preliminary Schedule Preliminary Budgetary Plan Cost analysis refers to a detailed plan of the gains and potential risks of a projected business. Cost analysis plays a significant role in making personal and business decisions. You don’t need to be a highly profiled business person to learn how cost analysis is carried out. Anyone with the ability to research, brainstorm himself/herself and analyze specific data type can become a good cost business analyzer. There are many things or factors to consider when planning conducting a business analysis and they include:  Labor: when determining the total cost for any project at hand, it is essential and a necessary thing to include the cost of labor. It is human resources that are used in bringing together all factors of production. A precise demonstration of its effectiveness is in the attached project plan.  Subcontractors: these are external forces that are hired to help the business realize an improvement in the certain field. They contribute to providing that new idea that was 7 lacking. They work on contract basis and which is recycled depending on the nature of the job and their significance.  Purchase or rental of facilities and equipment: there are those facilities like buildings which a business will prefer to hire contrary to buying them. Through the process of cost analysis, the company will find it less costly to hire a section of a building rather than buying the whole of it. Types of equipment such as a forklift in a big industry must be present now and then. It, therefore, becomes a necessity in such company. The cost of hiring such a frequently used item will surpass it purchase price with time. This creates the need for the enterprise to buy such an item to cut down daily expenditure in hiring such devices.  Travel: the cost of transportation and communication is a vital requirement for any company. It is, therefore, the duties of strategic planners to determine the most appropriate means of transport (whether hiring external passenger and or cargo transport) and communication (can landline or wireless communication including the use of mobile phones and postal delivery)  Documentation: all financial records must be properly stored, and a routinely updating of the system should be conducted. The business has the responsibility ensuring that its files are protected against inclement weather like rainfall, fire outbreak and virus eating away crucial information. The costs analysis team should make sure that the company’s materials and supplies come in at an appropriate low cost. A Project budget is established, reflecting the functional and practical requirements for the Project. The Preliminary Budgetary Plan is created and allocated to the project’s WBS structure. 8 The high-level cost estimate is as shown in the table below. A contingency of 6% of the total budget estimate has also been accounted for. Preliminary Budget Estimate The cost projections and assumptions at all phases of the Project must be reviewed and analyzed. Where any deviations from the approved projections are detected, the required corrective actions must be determined, and remedial measures must be implemented promptly. 9 References David M.
