During the course of the twentieth century, the process of legal change in Russia has been
shaped by two major transitions in the economy : the socialist economy, based on state
ownership and influenced by the Marxist ideology, and the market economy, which occurred
after the decline of the Soviet Union in 1990.
Even though the transition to the market economy was expected to be beneficial , after the
downfall of the communism in the early 1990’s Russia has been having difficulties moving
on from an era where all aspects of the economy were being controlled by the Communist
Party.
Following a period in which the economy was organised in annually planned productions and
units of activity, with every geographical region having a clear target of productivity and
operating on the assumption that in order for the supplies to be in a balance each unit had to
meet or exceed its plan, it was difficult for people to adjust to the new and less certain work
conditions. Moreover, the new economy system required establishing new commercial
