During the annual IEP meeting, the Winfreys insist that Samantha receive all special education services in regular education classes, which they consider the least restrictive environment. The principal responded by informing them that the school could not consider such a placement due to the severity of the impairments and maintained that Samantha’s current placement was the most appropriate educational placement.
