There are different state and federal agencies that have the responsibility to respond to
mass-casualty terrorist attacks. Mass casualty incidents (MCI) require strategic responses in
order to be able to handle the situation. The specific federal agencies that play a major role in
such situations include the Office of Homeland Security (OHS) (Kapucu, 2006). This particular
agency is tasked with the responsibility of helping other departments and agencies prepare for
possible terrorist attacks or threats in terms of how they would respond in such situations. The
Federal Emergency Management Agency (FEMA) is also critical in such situations because it is
tasked with the responsibility of consequence management (Kapucu, 2006). It mainly
coordinates the Federal aspects in such situations. The Office of Emergency Preparedness (OEP)
