The Railway Labor Act was meant for legislation and was enacted in 1926. The major purpose
was to stop works that are threatening to interrupt the interstate commerce to a degree level, for
example depriving any sector of the economy of a country in services regarding transport
(Weizman, 2007)
Railway Labor Act enacted was to guarantee workers their right in order for them to join and
organize and even elect their own leaders without any coercion from their employers or
interference. In the past years before the law came into force there existed railroad labor unrest
which led to work stoppages which were violent. President Calvin Coolidge in 1924, urged
Railroads and the unions to come up with a legislation which would manage the relationship
between them hence decreasing the shutdown threat of the railroads. The railroad and the unions
drafted a legislation which aimed at arms-length negotiations rather than war. The RLA
encourages the Railroad union to solve their disputes harmoniously.
The RLA covers different classes of people .These people include commuter railroads, freight,
airlines and companies which are either directly or indirectly under the management of carriers
performing services relating to freight or passengers transportation. It also covers airlines, railroads
and companies employees.
The purpose of the RLA is to avoid interruptions in commerce, ensuring the employees right to
join a union are upheld, to ensure that there is organization independence for both the railroads

and the unions and to help in ensuring that there is organized settling of disputes between the union
and the railroads. I t also covers immediate and organized settling of disputes which are brought
up in the grievances regarding working rules, working conditions or rates of payments. The major
disputes covered in this Act include rates of pay, working conditions and rules and making and
modifying of the collective bargaining agreement. On the other hand, minor disputes include
grievances resulting from interpretation or application of the collective bargaining agreement.
Collective Bargaining Agreements (CBA's) under the RLA consists of any party ,Railroad or the
union, that is seeking for the amendments of the existing CBAs should provide a 30-day notice
