Purpose ACA legislation
The Affordable Care Act, also known as Obamacare, came to effect on March 23, 2010.
President Obama signed the legislation after the 111th Congress of the United States enacted it
(Hall and Lord, 2014). The ACA also included the Patient Protection provisions. The bill
targeted hospitals and primary physicians, and it envisioned a transformation in financial,
technological and clinical practices. To achieve the transformations, the ACA had three major
goals. The first goal entailed making the health insurance affordable and accessible to more
people. In its bid to cater for the low-income households, the Act incorporated tax subsidies, or
premium tax credits, for households that earned a federal poverty level income between 100 and
400 percent. The second goal was to achieve a Medicaid program expansion to cover adults who
generated an income of less than 138 percent on the basis of the federal income poverty level.
Lastly, the other goal that ACA envisioned was to give room for supportive delivery methods of
medical aid. The innovation was to have an objective of lowering the health care costs.
The key elements of enrollment
The first key element of enrollment was the stipulated poverty levels that aimed to
include poor Americans in the health insurance programs. The Act created a minimum Medicaid
income that lowered the eligibility income requirement (Blumberg, 2012). On financing, adults
would receive a fully funded cover from the federal government for the first three years, and the
coverage would go down to 90 percent in the year 2020. The Act also required the government to
come up with a policy and financial structure that could support the implementation of the Act
