Knowing the true prevalence of police misconduct is very difficult because in the first
instance, members of the public have poor definition of what constitutes police misconduct. On
the same note, the PDs in most cases are not comfortable sharing the data regarding police
misconduct and bad cops within their jurisdiction. Moreover, the manning power of the police
force prevents any information regarding police misconduct from reaching the public domain
through the media (Walker & Katz, 2013). Police force controls the information regarding the
police and their behaviors from reaching the media houses as they control the media. For
example the police force has the ability to retain the information regarding the conduct of one of
the cops who might have engaged in crime within the public domain.
