Child abuse is rocking the whole world. With the different forms of child abuse that
continue to be defined with time, child welfare needs to be improved upon in order to keep up
with the changes that are taking place in the world. There are different systems that have been
put in place to try and mitigate and even prevent these issues. However, there is still room for
improvement. For instance, despite the efforts to curb child abuse, by the year 2014, there were
more than 700,000 American children who had fallen victim. Sadly enough, the biological
parents whom are expected to take care of these children serve to be the source of misery.
Overall, child welfare has been mismanaged over time and the children are suffering since what
needs to be done is being ignored.
There are certain issues that have been considered to be quite critical when it comes to
the wellbeing of the child. This is in the context of the children’s rights. Sadly, there are children
that are subjected to sexual risk behaviors due to their developmental patterns. Sadly enough,
there has been a link between sexual risk and the child’s involvement in child welfare. It has
been consistently indicated by different studies that there is a relation between the number s of
unplanned pregnancies and exposure to HIV and other diseases (Johnson, 2004). This was found
to be particularly true for those children that have been placed outside of their home (Johnson,
2004).
There are statistics that delve deeply into the sexuality of young people. According to
Leslie et al. (2010), in a study that was conducted on 993 children found that 25% of young
people between the ages of 11 to 15 were sexually active. It was also very clear from the studies
that this rate of sexuality increased with the increase in age. Among those children aged around

15 years, an average of 59% of them were involved in sexual relationships. 19% of the same age
group had either gotten pregnant for the girls or had impregnated someone as for the boys. In a
study that was conducted by Johnson (2004), that was carried out in states located in the
Midwestern, it was found that a third of the females in the study had become pregnant in the
