According to the author William Faulkner description he states that California is a state
where “the sun shines but nothing happens”. This was after the June 2014 primaries. Despite the
fact the weather was good; more than 75% of the registered voters did not take part in the voting.
The turnout of the registered voters was a record low of 24.6% .The eligible voters in California
in May 2014 were 24,192,752 but the individuals who registered to vote were 17,722,006. Due
to the fact that California has a big number of eligible voters, the turnout was a record low of
18%. Although the turnout in 2014 was a historic low, it depicted the long term trends in
California regarding its democratic participation (Dalton, 2013). In spite of the high rate of turn
out in the other states, in the past decade California turn out rates in the primaries has been low.
In 2002 the turn out in state primaries was 34.6%, in 2006 the turnout was 33.6%, in 2008 the
turnout was 28.2, in 2010 was 2010and in 2012 the turnout was 33.1%. Although there was an
introduction of the best two primary in 2012, the availability of the presidential contest in the
