An organization needs to find out which model among centralized, decentralized and federal governance that may work for it. HealthCare.gov system may have encountered challenges that may have been avoided if proper governance was followed. The following issues may have been responsible for the failure and recommendations were given The government's unrealistic system requirements. The demand to have a single website doing a lot of functions to a diverse set of users whose numbers are not certain was a blunder. What should have been done instead is for the government to outsource some functionalities or have independent websites doing some functions? Decentralization would be ideal in this case. The technical complexity of the whole project. The website required diverse needs that could not be handled. It would have been impossible to maintain such a complicated system, especially when going live. The government should have summarized by centralizing service providers to have their information reached through a one link to reduce the complexity of the website. The fragmented authority may have been a reason for this. Possibilities of differing opinions among persons may have led to adopting the wrong way to develop the website. Solution to this would have an authority that works as a team. The several shops in fighting for control may be responsible.IT, policy and communication shops may have delayed deliberately key decisions that would have guided contractors well. There is need to place 2 GOVERNANCE OF THE INFORMATION SYSTEMS someone who is fully in charge of everything. This would ensure that there is a flow of command and that the necessary thing is done at a time. Integration responsibility would have been much easy where authority speaks in one voice and follows a leader (Peterson, 2009). Healthcare.gov Website tried to centralize some decisions. This is good for it ensures that decisions are easily made. Healthcare.gov Website did badly on IT governance. Emphasis was on what decisions are made instead of who is making those decisions. This helps to trace responsibility and holding individuals responsible for it. Additionally, they had unrealistic scheduling that exerted pressure on the project.
