CHAPTER 15 Question 2: Why did Lincoln decide to issue the emancipation proclamation? How did it impact the war? Lincoln had initially allowed the concept of slavery to live because he believed that there was a need to keep the border states like DE and MD in the union. He also wanted to oblige the racist feelings in many in the north who were not against slavery per se, but just wanted it to not be taken to the west. However, he saw that in order to win the war, extreme actions had to be taken. There had to be according to him, an assault on slavery itself to the core. So, he decided for the trajectory of the war effort and to assist in morale of the troops, and make best use of the millions of slaves that could be brought over as participants of the war. This was a decision that would help the direction of the war and Lincoln would end up being able to turn the tides and get a considerable amount of support from freed slaves and those who actually were in the south who escaped and came and joined the northern cause leading to the ultimate defeat of the South by the North who were doing better than them in every possible manner. However, before these events there was turmoil, many said it was not constitutional, many Republicans lost their seats in elections and there were riots in NYC. However, the south lost support in Europe because of this and ultimately lost many men who now saw fighting for the north as their own ticket to freedom. Question 1: What major challenges faced the federal government in reconstructing the South after the Civil War during the period from 1865-1877? In the south in this period there were nothing but problems being faced by everyone. The people had been placed in a position that made them incredibly destitute. The economy had crashed in the south altogether leaving the people very poor and without any real means of living. The people were in large numbers also homeless as the housing industry had been ruined in the war as well. The people were also homeless as well as hungry. Many were disabled and many were also just exhausted overall because they had been through so much in this period. On top of all of this they hated with a passion the people of the north. So, the soldiers who were there to help the process of making things better, were actually spat on and cursed by the southern people. It was also difficult for the north, or the federal government to even know how to classify these states such as whether they were not conquered territories or not. State governments also had to be rebuilt in the south as well. There was also major concerns over the reconstruction of the entire political system in the south. The need to address the freed slaves was another area that there needed to be a major conversation about addressing the process in the post war era. Overall, there were nothing but problems and concerns and little consensus and cooperation in this period for the federal government.
