Question 2 from Health care finance: During a specific accounting period, a hospital has earned $1,500,000 in revenues and consumed $600,000 in resources. Consider the following three scenarios. In scenarios A and B, cash basis of accounting method is followed. In scenario C, accrual basis of accounting rules are followed.
Scenario A – management wants the financial statements to show high profit, it delays paying the bills until after the accounting period, although full payment of $1,500,000 is collected.
Scenario B - management wants the financial statements to show low profit, maybe in order to encourage donations. It discourages patients and third party payors from paying until after the accounting period. All the bills, $600,000, get paid on time.
Scenario C – according to accrual basis of accounting method, the financial statements report revenues, $1,500,000, when revenues are earned; and expenses expended to generate those revenues of $600,000, when resources are used.

Jody Heymann is a Doctor, Ph.D., and Director of Mc Gill Institute of Global Health and Social
Policy. She travels around the globe examining child care programs living and working
conditions of people in various countries. She is dedicated to enhancing better healthcare and
living conditions of children and families living in poverty around the globe. Examples of global
health policies that she discusses are; maternal childcare improvement, health improvement,
poverty eradication, improvement of living standards etc.
Why are such global policies put in place?
Generally, global health policies ensure a better health and living conditions of people around the
globe. However, other reasons why global policies are put in place are;
1. Prevent the global spread of diseases.
2. Ensure eradication of diseases.
3. Helps in improving living standards of people through poverty eradication.
4. Helps in universal health protection.
5. Ensure development of better healthcare facilities.
6. Provides training and development services to people that help cultivate self-growth and
survival .e.g. healthcare education, social education etc
