In 2001, the United States government signed the No Child Left Behind
(NCLB) Act into law.



It primary goal was to reach the level of proficiency of all students of the
state tests by 2013-2014 academic year.



Also, it was aimed at increasing the level of accountability at the state
level.



Therefore, provisions of the NCLB mandated all districts and schools
that receive Title 1 funds to meet the state’s “adequate yearly progress"
(AYP) goals for their entire student population regardless of ethnicity or
socioeconomic status” (Schools, 2012).
