With the rise in water pollution in the early 20 th century, the U.S. government in 1948
established the Federal Water Pollution Control Act. In the early 1970s, there was widespread
awareness and pressure from the public regarding the control of water pollution that led to
massive amendments to the Act (Adler, 2015). The amendments made to the Federal water
Pollution Control Act created the law that is today commonly regarded as the Clean Water Act.
The Clean Water Act has successfully established the structure the U.S. uses in the regulation of
discharges of pollutants to water sources and quality standards that should be maintained for
surface waters (Adler, 2015).

The Clean Water Act is implemented by the United States Environmental Protection
Agency (EPA). The Act implements pollution control programs. The Act has made it illegal to
