My paper is almost done but I need approximately 400 more words to complete. The “Open a Bar” scenario is based off of Colorado’s laws. Here are the questions, most of which I answered. Perhaps some questions need more detail?
- What are the local and state regulations for operating a bar and grill establishment?
- What are the ethical issues involved operating a bar and grill establishment?
- Where would you locate the bar and grill establishment?
- Are there any laws regarding security and liability in operating a bar and grill establishment?
- How would you manage the hiring process? Who are your prime candidates? Are there any laws for hiring a less than drinking age employee?
- While addressing each question, be sure to provide what you would need to do for the establishment in order to support the various laws and ethical situations.

Local and State Regulations for Operating a Bar and Grill Establishment
Opening a bar and grill can take a lot of paperwork, time, and preparation. An owner
must know the local laws relating to that business, maintain the state’s health department
standards for food handling, adhere to the requirements of the state’s alcoholic beverage
commission so the liquor license is protected, know the fire regulations for safety, and be able to
take care of the staff since they are the front line of the business. Customer satisfaction is of the
upmost importance because the hospitality industry relies on word of mouth. Usually, bars are
close together within distance so being competitive is also important; this can be done by hiring a
band and offering karaoke night.
With the grill section of the establishment, there are six different food codes consisting of
Food Code 1997, 1999, 2001, 2005, 2009, and 2013. There are six steps in obtaining a food
license; determining if it’s a fixed or mobile location, review of plans by the Colorado
Department of Public Health and Environment; after plan approval, license application is mailed
out along with the plan review approval letter; obtaining a Colorado Sales Tax License from the
Department of Revenue (mandatory for ALL retail food establishments); return the application
