An embassy serves as a major symbol of the presence of the country abroad and, hence, it should be a modest yet formidable structure that demonstrates strategic goals, fosters goodwill, and allows access to the public (Loeffler, 2007). The US embassy in London, United Kingdom, is a demonstration of one of the many types of building that highlight an effective implementation of security features while still maintaining an excellent design; the building facades comprise of blast-resistant glass with a polymer skin, which makes up a daunting fortress (Hurley, 2017). Further, the US embassy and consulate face the fear of terrorism and the need for sufficient security. Specifically, the US Diplomatic Post building type has experienced the consequences of terrorist acts such as the bombing of the US embassy in Beirut in 1983, and the 1998 terrorist events on US embassies in Kenya and Tanzania (Hurley, 2017). Nonetheless, overseas buildings seem to regress from a distinguished diplomatic center to an impressive fortress. In current times, the design of an embassy must incorporate additional security features, including a significant perimeter from the street, a high fence around the perimeter, and anti-ram vehicle barriers. Still, embassies are not solely meant to provide security measures for Foreign Service officers. The diplomatic buildings are the first point of contact with the US government and a visual depiction of American culture and values, and recent times ensure that the designs must respect the culture of a host nation and employ innovative construction techniques (Coaffee et al., 2009). Conversely, recent events have led to a rush in the installation of multiple types of permanent and temporary security measures, including barriers, barricades, and surveillance systems in the landscape (Loeffler, 2007). Typically, the establishment of safety features in the 3 EMBASSY SECURITY landscape may result in visible negative impacts on the surrounding, portraying the image of a siege or fortress. This thesis seeks to provide landscape architects with a clear understanding of site security options. The information includes the types and potential outcomes of terrorist events, the thought process for assessing site vulnerability and threat, and the functionality and effectiveness of various design remedies in minimizing site vulnerability (Coaffee et al., 2009). Current site security practices involve many design recommendations that dwell upon site planning, perimeter setbacks, entry layout, locating terraces, walls, parking and delivery areas, garages and drop-off zones, and the placement of direct access to the public (Loeffler, 2007). However, limited knowledge of security options and the need to conduct site vulnerability assessments may pose threats upon a respective landscape. Conjointly, the proliferation of temporary security measures may reaffirm the appearance of fortresses within the environment while exposing the remaining unfortified facilities to potential violence. The goal is to ensure that future practices provide a consulate that maintains a daunting presence while containing adequate landscape security practices that provide sufficient protection to sustain the building in the event of a terrorist act. Through exploration of the effectiveness of existing landscape security practices and techniques, this thesis aims to provide landscape architects with adequate background to formulate security objectives, including participation in vulnerability analyses and the assessment of design options while enabling an open, aesthetically impressive environment. Correspondingly, architects will obtain knowledge concerning security vulnerability, survivability of blasts, and emergency response measures, which would allow them to enhance the coordination of site security needs with the design team (Coaffee et al., 2009).
