Such complaints cited unprofessional leadership, unethical practices, insufficient customer and patient care, poor fire and emergency response time, and inability to implement change and resolve conflict within and amongst subordinates and staff. The Department of Health is composed of the following agencies:
    • Social Services,
    • Fire and Emergency Management, and
    • Human Services.
  • The School Board has a collaborative relationship with various government departments. In the last two (2) months, the School Board has charged department directors with failure to work collaboratively with the School Board on its efforts to:
    • Meet federal mandates regarding reformation of new policy issues that will impact the leadership of the Department of Redevelopment and Housing, the State Department of Education, and the State Department of Housing and Urban Development.
    • Support the academic leadership of secondary school principals by providing specific student data from the Department of Juvenile Relations, in an attempt to improve student retention and performance toward increase graduation rates.

In most cities or places in the world, there are certain activities whose management is
foreseen by either a city manager or the relevant authority in charge of a city. These activities
which include health services and educational operations fall under specific state departments.
The departments along with some stakeholders are very fundamental in the running of those
important activities and providing services (Henry, 2015). In the city, where we live, there has
been lack of proper coordination of activities within the respective departments. This has been a
concern to the city manager and in response; he has raised some of the serious claims that have
reached his office. Among these claims are complaints from citizens concerning how the
Department of Health is being run. There are numerous reports of unprofessionalism, inadequate
patient care and unethical practices among many others. Aside from the health department, the
Department of Education has also been experiencing various challenges that are worth looking
into.
Public Leadership in a Health Environment
A healthy environment is an environment that involves the provision of health services
which are very critical for human survival. The department of health services comprises other
mini-departments which include social services, human services and fire and emergency
departments. There is a high demand for leadership in a healthy environment because of the
peculiarity of the challenges that arise there (Avruch & Black, 2014). To combat these
challenges, one leadership theory that can be very useful to the director of public health and
other related agencies is the collaborative leadership theory.

As the name of this theory suggests, it is all about instilling the aspect of collaboration
among the workers. This theory assures a high level of assertion and cooperation in the
department. It can play a very significant role in helping the director of public health resolve
conflicts among the employees, eliminate some of the unethical practices in the department,
increase the level of professionalism and finally to bring a high level of coordination between the
departments that exist under health services.
Some of the complaints raised by the city manager concerning the state department of
health include poor responses to fire emergencies and the inability to implement changes that
would be otherwise very beneficial to the department. An approach that involves the
collaborative leadership theory would undoubtedly help in minimizing if not eliminating these
challenges. A lot of communications usually characterizes this leadership theory (Wallensteen,
2015). The communications, in this scenario, can be from one head of a mini-department to
another or from a leader to his workers or co-workers. The presence of communication can be
fundamental in the coordination of emergency services that may arise.
The two public styles of leadership that may be needed in this department include the
visionary leadership style and the situational leadership style. A visionary leadership style is
based on the ability to have a vision for a certain organization or department like in this case. It is
imperative for a director of public health to adopt such a style because it would mean not only
solving the issues at hand but also having a larger outlook on the future of health services in the
department. This style can help a lot in the setting of goals that would guarantee success and
stability in the future. Moreover, this style could help devise mechanisms to avoid future
challenges.
