Running Head: MEDICAL COSTS 1 Medical costs Kiara Vance Brett Pransky English 215 August 1, 2017 MEDICAL COSTS 2 American medical costs In America, there are distinct health care facilities that provide health services. Most of the health care facilities are controlled and operated by private organizations thus making medical costs high. According to the World Health Organization, American spends a large percentage of its total GDP on healthcare provision than any other country in the world. However, the American government is determined to cater for the health care services of the citizens a reason why most of the medical costs are put on the government's budget (Rother, 2017). The nation is strained and at times it becomes hard to provide medical costs for all the citizens because the rate of chronic diseases has increased and the costs associated are also high. The government should thus find other sources of revenue that can assist in reducing the medical costs in the hospitals. Therefore, the goods that are not basic needs or necessary in life should have high taxes which the government should then inject in the hospitals to cater for the medical costs. High taxes should be imposed on alcohol and tobacco and the revenue earned should cater for the medical costs of American citizens in the health care facilities. Medical costs have continued rising as a result of the ownership of facilities and high costs of drugs and machines required for treatment of certain diseases. On the other hand, tobacco and alcohol use have contributed to some of the diseases that are costly when it comes to their treatment. As a result, one way of discouraging people from their use is having high taxes imposed. Also, most of the users will withdraw which will be an advantage to the government since they will not be exposed to the effects of the addiction (Borges, Reis, & Anjos, 2017). Some of the American people are already addicts and cannot go for a day without tobacco or alcohol. As a result, the only way to discourage them is to ensure that high taxes are imposed on these products so that they will find it hard to purchase them. MEDICAL COSTS 3 The use of alcohol and tobacco has remained a challenging issue to the American government since the 20th century. The numbers of the users of these products have continued rising and the death rates have also increased. On the other hand, medical costs have remained on a rising trend in America since more private organizations have embarked on health care as a business opportunity thus making the costs of medical services becoming high. The problem of the use of alcohol and tobacco or any other forms of drugs could be used to assist in catering for medical bills in hospitals through the government revenue (Curran, Burk, Pitt, & Middleman, 2017). As a result, the rising trend in tobacco and alcohol abuse could be streamlined through increasing the taxes and using this revenue for medical costs that affect most citizens in the health care facilities. The future of American citizens will be affected by high rates of alcohol and tobacco consumption if no measures are put in place to curb it. On the other hand, the costs of medical care will continue affecting the government and causing a strain on the economy if the government does not impose measures such as high taxes for goods that have health effects. High medical costs will strain the American economy since they are not constant every year. a variety of diseases has continued affecting the Americans and there are the needs to have the right medication and equipment to handle the patients (Rother, 2017). The private hospitals will always focus on the profit earning goal a reason why they may not be ethical as would be expected. This will thus create a social gap where the rich will afford the services when the poor will continue suffering. Also, when people are allowed to continue using alcohol and tobacco, they are likely to become addicts which will negatively impact their lives. For instance, some may become goons while others may become a threat to the society because of their immorality. Also, the costs of rehabilitation remain high a reason why taxes should be imposed (Borges, Reis, & Anjos, 2017). MEDICAL COSTS 4 The effects of addiction have led to people losing their lives while other citizens have become incapacitated thus rendering them unproductive for the American economy. When people do not have the ability to access medical facilities, all the blame is passed to the government where the citizens rely heavily on the ability of the government to ensure that they have this access (Curran, Burk, Pitt, & Middleman, 2017). Therefore, high medical costs and addiction to tobacco and alcohol will lead to an unstable economy and the government may be termed to work in an unethical manner where the needs of the citizens are not addressed. The challenges facing the medical costs include loss of lives, government being seen as a failure in the provision of facilities and a strain on the economy. However, when the government implements measures that address the problem by imposing high taxes on different unnecessary products, it will be possible to reduce the burden on the economy (Rother, 2017). Therefore, the use of taxes on alcohol and tobacco will assist the citizens in having access to medical services at a cost that will no longer be a burden to the government or a strain to the economy. On the other hand, the government will have the ability to discourage the use of these products that have health effects on the human body. MEDICAL COSTS 5 References Borges, A. Follow these instructions: 1) Receive a classmate’s paper from your professor (in class if on-ground; by e-mail if online). 2) Copy the Peer Review Feedback Form from the Appendix. 3) Comment on all criteria, noting strengths and / or areas for improvement on the feedback form. 4) Provide completed Peer Review Feedback Form and classmate’s paper to your professor. Note: On-ground students should submit the feedback form and paper to the professor during the class meeting in which the paper is reviewed; online students should submit the feedback form and paper to the professor via the Assignment Tab in the course shell. Criteria + Strengths Comments < Areas for Improvement Part 1 1. Revise, using feedback from the professor and classmates, your Persuasive Paper Part I - A Problem Exists. Paper was revised as needed Part 2 2. Included a defensible, relevant thesis statement clearly in the first paragraph. The thesis was well stated at the end of the first paragraph. 3. Explain a detailed, viable solution that supports your thesis. This should be one or two (1-2) paragraphs. The solution I gleamed was to raise taxes on tobacco and alcohol 4. State, explain, and support the first advantage (economic, social, political, environmental, social, equitable, ethical/moral, etc.) to your solution. This should be one or two (1-2) paragraphs. 5. State, explain, and support the second advantage (economic, social, political, environmental, social, equitable, ethical/moral, etc.) to your solution. This should be one or two (1-2) paragraphs. I did read how raising taxes on tobacco and alcohol would help hospitals. 6. State, explain, and support the third (and fourth if desired) advantage I did read how raising taxes would get some people off and deter others from using Tobacco and Alcohol would prevent them from becoming degenerates. Intro was a lil long. Put something emotional in the first paragraph It would be good to see the process of how the taxes would be raised . Like a national wide tax , a certain percentage, stuff like that. And how the extra money would be routed back to the hospitals. I didn’t see the process of how the funds would be funneled back into the hospital. Maybe title “ Economic Advantage” Maybe title your second advantage paragraph “Social Advantage” Just a suggestion. It would break up your paper and make your points stand out more. I did not see the third advantage. ENG 215 – Appendix A: Peer Review Feedback Form 2 (economic, social, political, environment, social, equitable, ethical/moral, etc.) to your solution. This should be one or two (1-2) paragraphs. 7. Use effective transitional words, phrases, and sentences. 8. Provide a concluding paragraph /transitional paragraph that summarizes the proposed solution and its advantages. 9. Develop a coherently structured paper with an introduction, body, and conclusion. 10. Use one or more rhetorical strategies (ethos, logos, pathos) to explain advantages. 11. Support advantage claims with at least three (3) a d d i t i o n a l quality relevant references. Use at least six (6) total for Parts 1 & 2. 12. Other Lots of transitional words. Great! You did have a conclusion. I did see an introduction, a body, and a conclusion. Maybe drive the point home more talking about your strengths in your conclusion. I would title each section of your paper like Introduction. Then title the paragraph for your first point, the paragraph addressing your second point, and the third point. Finally, I would title your conclusion. Pathos and Logos reasoning was used. Appealed to emotions and logic or reasoning. Mostly Logos. Yes 3 references are listed! I can see you are making the point that raising taxes on Tobacco and Alcohol would help the medical industry I think once you break your paper into sections it will become easier. Also in your Running head..The H in head should be lower case 😊

Literature review
Academicians and policy makers have as of late considered the connection that exists
between giving budgetary incentives to students and the level of enhanced performance
accordingly. The method of reasoning of utilizing monetary incentives to students is helpful if
long-run achievement is desired.
Bettinger (2012) takes note of that kids are typically anxious and practically do not have
the desire to predict the significance of a solid instructive foundation in their future. Be that as it
may, youngsters who are persuaded by money related reward without essentially accomplishing
the inherent desire for knowledge don't profit in the long term. The transient additions procured
out of such incentives shortly fades from non-enthusiasm for training as these youngsters move
to the following errand in hand for the guarantee of new compensation. At the point when this

sort of pattern is rehashed over the long haul, most kids don't achieve long haul advantages, for
example, passing national exams for school because of the absence of earlier inspiration that
fueled them.
Earlier investigation uncovers that financial incentives influence result, performance, and
feedback in divergent ways. The most imperative components include: the identity of the
student, the assignment that is relied upon to present change in terms of performance, the
encompassing condition where such undertakings are done, and the sort of incentives plan to be
used.
In basic undertakings and situations, most incentives yield an expansion in performance.
In any case, as intricacy of the assignment and the IQ of the student undertaking such task are
adjusted or randomized, impacts that were previously advantageous begin counterbalancing each
other. This goes to the degree that financial incentives may results to more detestable outcomes
in contrast with the circumstances when incentives are not given.
Findings and Discussion
There are a few issues that exude from incentive financial plans to students. Initially,
favorable endeavors of raising the performance frequently result in in the compromising of ethics
and norms in the education framework. Students are now and again persuaded to cheat in the
exams. Second, financial incentives have the capacity of infusing negative impacts to
performance, particularly when state sanctioned tests are excessively very complex. At last,
financial incentives...
