The Drug Enforcement Agency (DEA) identified that the Russian OC faction is attempting penetration into Chicago's drug, gambling, and prostitution operations for which The Outfit is currently the dominant leader. Chicago police reported three separate assassination-style murders of Russian OC local leaders and attributed the murders to The Outfit. The National Security Agency (NSA) reported SIGINT between the Russian Federal Security Service (FSB) and the Miami-based Russian OC syndicate identifying the transfer of two low-yield nuclear devices to Iranian Ministry of Intelligence operatives at the port of Donetsk, Ukraine during the chaos caused by the separatist move from the Ukrainian government, who in turn where identified by the Central Intelligence Agency (CIA) as having delivered the two nuclear devices to known al-Qaeda operatives with an unknown destination. The Department of Homeland Security (HLS) has increased the U.S. threat level to elevated. The CIA identified, through SIGINT (cell phones, texting, and e-mails), that al-Qaeda obtained numerous canisters of sarin gas (also known as GB) and is intent on using it against the United States in retaliation for its role in the Afghan war. The CIA and Department of Defense, U.S. Northern Command Intelligence identified the possible infiltration points for the al-Qaeda operatives to be along the Mexico/U.S. border. The identification of the leader for terrorist cell number 1 was made by the CIA. The cell is possibly composed of 12 men, of whom 2 are of Arab descent, 7 Philippine, and 1 American. The leader's name is Alwani abu Rayan, but he goes by the alias of Roberto Martinez (his father was Iranian, and his mother was Columbian). The American's name is John Q. Citizen, and he was a resident of Chicago. Chicago FBI conducted a threat analysis based on all source intelligence and identified the O'Hare and Midway International Airports, the McCormick Place Convention Center, and the Federal Reserve Bank of Chicago as possible targets for the potential low-yield nuclear weapons. Through the DEA, the FBI received intelligence that the GB gas is most likely to be used by the second terrorist cell against the leadership of The Outfit. Introduction
This proposal is geared towards solving terrorist and organized crime threats
directed towards the USA. Organized crime (OC) is concerned with making profits,
acquiring material benefits and obtaining much of an illegal market share with a
serious crime. The crime involves drug trafficking, fraud, and violence. On the other
hand, terrorism is mostly motivated by ideological aims and the desire for political
change. They also use violence in the form of bombings, discriminatory acts, and
hijacking. In addition, terrorist groups do seek media attention while OC groups do
not. The undertakings of OCs do not affect normal citizens except for the people
involved with them in the illegal activities. All these types of crime have a common
enemy and that is the state and its law enforcement organs. They use similar tactics,
infrastructure, and networks of corruption. They all engage in trans-border
smuggling, money laundering, counterfeiting, and kidnappings.
The Mission of the Joint Terrorism Task Force
The Joint Terrorism Task Force has been assigned the labels, Delta 1 and 2.
The team is composed of FBI, HLS, Department of Defense, NSA, DEA, and local
law enforcement with a total body count of 45 each. The purpose of the Joint
Terrorism Task Force is to apply all the elements of national power to protect the
citizens and U.S. national security interests from the organized crime and terrorist
threats from al-Qaeda. Thus, the Joint Terrorism Task Force recommends the
Strategic Operational Plan Proposal (SOPP) based on different scenarios given in the
USA. The task force shall look at the activities of al-Qaeda terrorist organization in
the US, The National Security Agency (NSA), The CIA, and the activities of all

security agencies in fighting organized crime and terrorism in selected towns in the
USA. From the information provided by the FBI and CIA, the Join t Terrorism Task
Force will work with the main objective of conducting counterterrorist operations in
the area of Chicago, IL with the aim of apprehending and destroying terrorist cells
that may have already infiltrated into that area.
Terrorist Threats to U.S and Nexus between Terrorist Organizations
Identified
The major threat to the US and its interest is the al-Qaeda. This militant Sunni
organization operates in many countries. Osama bin Laden formed this group in
1988 with other volunteers such as Abdullah Azzam. Their aim was to fight against
the Soviet invasion of Afghanistan in the 1980s. They have since then directed their
terrorist activities at the USA.
The al-Qaeda terrorist organization is planning to infiltrate 12 individuals into
major cities in the USA with the intention of deploying nuclear bombs and use sarin
gas to retaliate in response to US involvement in the Afghanistan war. The first city
of target is Chicago.
The National Security Agency (NSA) established the connection between the
terrorist organization and the OC groups. It established communication between the
the Russian Federal Security Services (FSB) and the Miami -based Russian OC
syndicate. The FSB is a body that implements the Russian government’s policy on
issues of counterterrorism, protection, and defense of state borders of the Russian
Federation. It deals with the protection of internal seawaters, exclusive economic
zones, territorial sea and natural resources, and the coordination of counter
intelligence efforts. In their investigations, they identified the transfer of two low-

yield nuclear devices to Iranian Ministry of Intelligence operatives at the port of
Donetsk, Ukraine. This happened during the separatist move from the Ukrainian
government that caused chaos.

Considering the case presented, the greatest risk is the al -Qaeda terrorist
group and the insecurity situation that may rock Chicago, IL, and Tuscon, AZ. The
al-Qaeda obtained numerous canisters of sarin gas (also known as GB) and is intent
on using it against the United States in retaliation for its role in the Afghan war.
Therefore, the town of Chicago and the surrounding are at risk being attacked by
sarin gas.
What could be the effect if this gas was used against innocent citizens? The
Chemical Weapon Convention outlawed the colorless and odorless agent. It affects
the nervous system and causes pain and uncontrollable muscle contractions. It makes
it impossible to breath leading to death by asphyxiation. It is considered 6 times
more lethal than cyanide. When this chemical infects one, the show symptoms of a
running nose, tightness in the chest and constriction of the pupils. The victim would
then lose control of body functions and begin urinating, vomiting and drooling. This
I what would happen to the citizen of Chicago if the nuclear attack happened.
In addition, the Russian organized crime faction funds al -Qaeda activities.
They are trying to displace a local syndicate known as The Outfit. If this succeeds,
the group will then make it very easy for al-Qaeda to enter Chicago through the USMexican border. The level of the risk is high as Chicago police reported three
separate assassination-style murders of Russian OC local leaders and attributed the
murders to The Outfit. According to the CIA and Department of Defense, U.S.
Northern Command Intelligence, the possible infiltration points for the al -Qaeda
operatives to be along the Mexico/U.S. border.

The Joint Terrorism Task Force should focus on dismantling the Russian
faction that wants to take over Chicago. It should also focus on finishing their rival,
the Outfit. This will enable them to get to the roots of the nu clear weapons that are
currently in the hands of al-Qaeda but in an unknown location. In order to undertake
all these, the following measures must be put in place:
a) Dealing with Organized Crime in Chicago and US-Mexican Boarder
The Joint Terrorism Task Force should coordinate a takedown on the Russian
syndicate and the Outfit. All the components of the task force should target the
transportation infrastructure of Mexican transnational criminal organizations in the
