Introduction
According to Fallon (2013), the Mobilization for Action through Planning and
Partnership (MAPP) is a community-driven strategic planning tool which seeks to improve
community health. Developed by the National Association of County and City Health Officials
(NACCHO) in collaboration with the Centers for Disease Control and Prevention (CDC), the
MAPP strategic planning initiative is a tool to guide local health officials in conducting
assessment and planning. Under the guidance of public health officers, the development tool
utilized strategic thinking to prioritize public health needs as well as marshal the resources
needed to meet such needs. According to Campbell, Buchanan, Read, & Meschke, 2017), MAPP
is an interactive process which seeks to improve the efficiency, efficiency, and the performance
of community health systems. The MAPP strategic planning tool is established on the indulgent
