The Livescans System
What issues and problems may be experienced with the Livescan System?
Although live scans have proved reliability especially in doing background checks,
several challenges come with the use of the system. First, only retainable charges are subjected
to storage and fingerprinting by both department of justice (DOJ) and FBI. Retainable charges
are those charges that law enforcement or DOJ tracks because of their complicated nature
(Dechman, n.d.). Livescan is not applied in Minor crimes like drunkards among others. The
second problem comes under dispositions. Under normal circumstances, maintenance of accurate
crime records is a tough task. For this reasons, live scan results are full of outdated information
and flag out mistakes (Dechman, n.d.). Thirdly, the livescan does not provide address history.
Due to Fair Credit Reporting Act, livescan may not be legally applicable in some cases. Further,
the costs of live scan range between $45 and $60 and results take average of 10 days to come out
which makes it inefficient in both time and costs (Dechman, n.d.). Lastly, livescan does not
always guarantee confirmation of identity.
What are the benefits of AFIS as a complete system? Consider live scan, ten-print
management, and latent prints.
AFIS system has a couple of benefits. First, it is well established. Its usage goes back to
over hundred years which has made it a de facto international standard for identifying individuals
positively (Dechman, n.d.). The system has also been developed, refined and proven. Thirdly, it
is legally accepted. Lastly, in comparison with other biometric technologies, AFIS is superbly
matured.
