Congress passed a law after the untimely death of President Franklin Delano Roosevelt.
This law was too related to the succession of the president. With the president and his deputy
unable to serve, the Presidential Succession Act of 1947 allows the speaker of the house together
with senate president pro tempore to follow respectively. His death had occurred during the
Second World War, and scramble for certainty rose amidst insecurity crisis. According to this
act, seniority is what is followed by the defense and finance at the top while others which fall in
the middle following later. Until disaster strikes, no one can determine whether someone can
steer the United States in those hard times until normalcy is earned back.

In this comment, Colantuono argues that to promote stability in the constitutional law,
slow revision of state constitutions must be observed. The importance of such stability is that it
fosters pluralism, popular sovereignty, and limited constitutional government. The article hence
criticizes decisions made by the judiciary preventing revision of the constitution by extra-textual
means and the current attempts to remove procedures with high expedient provisions and which
are traditional. Preferable procedures are the old ones as they preserve the elections capacity and
measure the popular sovereign will. This is achieved by minimizing the probability of
constitutional revisions as well as promoting competence among voters.
