The government is often unable to provide some services, and as a result, it tends to contract out
these services to the private sector. By doing this, the government can lower cost while at the
same time improving the quality of service. Cost is lowered as the government does not have to
spend a lot of money in selecting, interviewing and hiring candidates to do these jobs. This is a
very strenuous process which can drag on for months. Permanent employees are also entitled to
some benefits such as insurance while contractors do not incur such costs. However, in practice,
there are few challenges as some contractors may not have the necessary metrics to be able to
carry out the obligations of their contract effectively. Besides, if the there is no adequate
oversight, corruption and profiteering is possible, and the government runs the risk of actually
having higher costs than would be the case if the operations were carried out in-house (Kemp,
