I think if they shifted their focus to the less-trafficked roads it would improve the traffic flow and allow individuals to take alternate routes on their commute to and from work. Some challenges that could come with improving the workflow in construction would be scheduling proper hours on how which roads are going to be worked on first. I'm aware some construction crews work overnight when the traffic is lower, but I don't think they take into considerations when closing down lanes how it's gonna affect the traffic flow the next day.
