Thousands of small watercraft for the city and neighboring states are attempting to make rescues, taking risks and congesting limited routes. Hundreds of hungry, frightened dogs abandoned by fleeing victims are tied to porches or loose. Mosquitoes potentially carrying diseases and pathogens are feared to be multiplying as the waters linger. Gas lines burst and dry portions of the city are ablaze. Looting grows more common and violent. Survivors seem shocked, dazed, and deeply saddened; many have lost everything, including loved ones.

Emergency management is the function of creating the framework within which society
reduce vulnerability to hazards and cope with disasters. Emergency management seeks to
promote safer, less vulnerable communities with the capacity to cope with hazards and disasters
for example the emergency management that was experienced in New Orleans in the wake of
Hurricane late August the year 2005. In that incident, there was a storm which paralyzed that
side of the country with various negative effects for example even after the storm, there was still
flood everywhere in the city, people had moved to places designed by the authority and were
experiencing the effect of horrendous heat and limited supplies of basic needs (Smith, 2013).
There was no adequate security and order in the city since the officers diverted their
concentration on the conditions of their family members.
In this case, it is best to apply problem-solving research method in determining
emergency management during natural disasters like the case of Hurricane that occurred in New
Orleans United States. Emergency management is a managerial function that creates a
framework within which people in the society reduce vulnerability to hazard and survive natural
disasters. According to the research from the experience in case of Hurricane disaster, there was
poor emergency management in tackling the problems that were created by the floods, the
affected citizens who were evacuated to distinct places were experiencing hostile conditions and
lack of basic needs like adequate food, clothing, and medicines since the flood led to numerous
weather disease. There were thousands of people on the rooftops, porches, and highways who
were waiting for rescue which had delayed due to poor emergency management. There was mix
reactions between federal leaders and agencies, something that led to much confusion even from
the central government, for example, firefighters from other states who offered to help were

guards to assist but a letter from Washington authorizing the move arrived five days later which
was very late, this showed that there was poor emergency management.
It is important for a government to design section or ground of persons that deals and
manages emergency issues during natural disasters to avoid mix reactions that may lead to
confusion hence leading to standing still on operations. This agency should comprise of
individuals from various government sections since emergency issues should be tackled from all
directions (Smith, 2013). The agency should comprise of armed forces that are to carry out
rescue operations, the medics that are to offer medical services in cases of health problems and
others that may assist in the distribution of other items like clothes and food. It is important for
this agency to be recognized by the state and be allocated funds every financial year to ease its
operations.
