Grants are undoubtedly one of the effective ways through which many not-for-profit
agencies make significant changes in the society through implementation of well-being
improvement programs (Belenko, Hiller & Hamilton, 2014). The agency selected for
consideration in this case study is the San Francisco Department of Public Health (SFDPH),
which has a mission to promote and protect the health of all people residing within San
Francisco. However, even though it is not a criminal justice agency is significantly involved in
numerous programs that are directly linked with the criminal justice, especially health promotion
in jails and prisons (SFDPH, n.d.). The grant received by the selected agency, SFDPH was a
discretionary grant given by the Substance Abuse and Mental Health Services Administration
(SAMHSA), which is the agency that forms part of the U.S. Department of Health and Human
Services (DHHS) that plays an imperative role in leading public health efforts in the attempts of
advancing the nation’s behavioral health (SAMHSA, n.d.).
