and to understand responsibilities of MODES quantity surveyor during initial stages of
project (pre-contract stages).

To discuss in details duties of contract section in project directorate of MODES during
pre-contract phases.
To write a report (1000 word maximum) which shows the tasks of quantity surveyor of
MODES in contract section during pre-contract phases.
Abstract:
A quantity surveyor is concerned with the costs and financial management of the building lifecycle. In this assignment, we will cover pre contract processes, the commercial management of
construction and concepts on various procurement options; the production of tender
documents; the contractor's tendering procedure and strategy and the detailed process
undertaken to price tender documents.
Generally, the quantity surveyor plays a key role in a construction project. The quantity
surveyor mainly deals with budget, cost and value for money from inception stage to

completion. Based on that, it is essential for the quantity surveyor to be fully aware about the
roles and duties at each stage as cost is a critical factor in any project.
Task:
Imagine that a project has been handed over to MODES project directorate form a client called
Royal Air Force of Oman (RAFO). This project is to build accommodation for soldiers in GHALA
Base. Could you please explain the arrangement of pre-contract stages for this project which
need to be prepared by the quantity surveyor?

Background:
MODES is responsible for total support to armed forces by providing all required services such
as power, water, sewage treatment, construction, operation and maintenance buildings and
infrastructure for all armed forces camps and locations in the country. In order to meet these
requirements, MODES has a number of specialised directorates such as project directorate,
maintenance directorates, logistic directorate, support directorate and others. The project
directorate deals with construction project from inception stage to completion. It has different
sections: design section, contract section, construction management, etc. Each section has

roles and responsibilities which need to be implemented during the project lifecycle. In this
module, we will primarily be focusing on the pre-contract phases.
