In his speech to the United States Congress on March 12, 1947, President Harry Truman
stated that the foreign policy of the United States should be designed to support free peoples who
are resisting attempted subjugation by armed minorities or by outside pressure.”1 The reason for
this address was the need for the United States to intervene in the internal crisis in Greece by
supporting anti-communist forces in the country. Also, it was a response to help the Turkish
government resist pressures from the Soviet Union for the joint control of the Dardanelles. An
analysis of the impact of the Truman Doctrine on the containment of communism and
expansionism ideologies of the Soviet Union showed that it contributed to the ascension of the
United States as a global superpower.
The intervention of the United States in Greece and Turkey through the economic and military
aid to anti-communist fighters laid the foundation for the country’s larger role in Europe after the
failure of the British government. Apart from serving a major turning point in American foreign
policy, the effort to contain communism and the spread of the influence of the Soviet Union
contributed to the quick economic recovery of Europe. David and George noted that the
Economic Cooperation Act, which was known as the Marshall Plan, provided the much-needed
financial resources to democratic governments that need to rebuild infrastructures and cities
