I think the concept and implementation of the homeland security enterprise is more than valid it is a necessary function of our government. The HSE encompasses many agencies and thus has a broad range of missions that it is responsible for carrying out, missions ranging from Alien Migrant Interdiction to natural disaster response and terror threat prevention. The missions and responsibilities fall to the HSE and the agencies which comprise it. These missions are done solely by the HSE although other government agencies (OGA’s) may assist and play a part the primary jurisdiction and responsibility for coordination falls upon the HSE. If the HSE hadn’t come about in the way that it did I feel that it would’ve only been a matter of time before another event occurred which would have spurred the need for a multi-agency department to handle these same tasks and prosecute them.

As a Coast Guard member and a small part of the Department of Homeland security I first hand have seen the effect that the HSE has on the United States while carrying out its missions. “FEMA subsequently led what have been considered highly successful Federal responses to several major disaster events of all forms, including Hurricane Sandy in 2012, and the Boston Marathon Bombing in 2013.” (Homeland Security the essentials 2nd edition). In addition to those two events currently in 2017 I witnessed the Coast Guard and multi-agency response to Hurricane Harvey in Houston, Texas and Puerto Rico where the Coast Guard was properly prepared to respond and coordinate resulting in approximately 11,000 rescued persons. Several coworkers of mine in my current assignment at CG Sector Guam were mobilized as a part of the response coordinated by the DHS. So even today we are still seeing the validity of the HSE.

It is no secret that the rise of homeland security initiatives has hit every law enforcement installation across the United States. I tend to not link homeland security as an enterprise but rather an umbrella that focuses on the various facets of security analysis, policing, counter-terrorism, incident command structures, and much more. Threats against the homeland vary based on individual cause, nationality, or simply citizens who are looking for extreme changes that would trigger a large restructured vision of the U.S. Threats known or unknown will remain a constant. However, with the current umbrella of homeland security we often look at the negatives; which are often placed at the forefront of our national media streams. But does it really cover its successes and if it does, does it do it with much weight? For every instance of domestic terror or international incident, the homeland security umbrella has foiled hundreds if not thousands. But threats are consistently evolving and defining what a threat today really lends credibility on whether or not the concept of homeland security is maintaining relevance. A threat in my opinion, even through the narrowest of scopes, could be seen as a form of patriotism to some. However, the term threat seems to morph based on society’s vision is of acceptable behavior. With the current state of affairs within the homeland today and the public opinion trajectory going from positive, to negative, to downright hostile the need for the homeland security umbrella is unparalleled. Rarely in government are things ever perfect. But even in the hands of proprietary organizations, it is impossible to measure success accurately. As homeland security initiatives develop, it is important that public need as well as opinion must be taken into consideration. Is the need there? Absolutely! As long as the world remains in disarray, there will always be a need to address public safety and security under the homeland security umbrella.

I find the concept of homeland security enterprise to be a valid concept; it is not only valid
but also one of the most important functions in the government. It was formed after the terrorist
attacks of September 11, 2011. There is a lot of responsibility that has been placed on the
