continuously seeking to offer a high-quality life to its residents, and Rest over borders it to the
southeast. The authorities running the cities maintain a routine review of their emergency
response in the event of an incident. The aim of enhancing their preparedness is to ensure public
safety, protection of property, smooth response efforts, prompt cooperation, impart confidence in
members of the public, and aid in the reunion of family members.
At the center of all emergency, efforts are in communication with the community.
Emergency communication involves the issuance of alerts and warnings, evacuation orders, and
other self-protective activities. It also includes dissemination of information about the status of
the response, availability of assistance, the condition of family members, and matters concerning
recovery. The context of this study revolves around an analysis of the communication strategy
utilizable by the two cities in the event of the occurrence of a category four hurricane that is
capable of bringing down the electrical power grid.
Communications Strategy
Category 4 hurricanes are considered significant storms which based on Saffir-Simpson
Hurricane Wind Scale can have winds blowing at speeds ranging from 130 to 156 mph (Tuley &
Alvarado, 2017). The National Weather Service states that they have high-scale damaging
potential even to a well-built structure as they can sustain severe damages on their roofs and
external wall (Tuley & Alvarado, 2017). They can snap trees of the ground and topple electricity
polls. The resultant power outages can last weeks to probably months, with most areas remaining
uninhabitable for weeks and to some extents months (Tuley & Alvarado, 2017).

STRATEGIC COMMUNICATION

Lessons from previous hurricane catastrophes indicate that communications infrastructure
is essential in the management of complex, dynamic procedures that change in disaster
situations. For instance, Hurricane Katrina damaged communications facilities in New Orleans
metropolitan area, leaving the emergency response teams and the public with little capacity to
trade information crucial for synchronizing response efforts (Comfort & Haase, 2006). The
communications shortfall proved to be highly damaging owing to the geographical size and the
number of people affected. Lost communications paralyzed decision making processes within
organizations mandated with the response duties. Comfort & Haase (2006) noted that there
existed no means to integrate information by different personnel and individuals were left to their
guesses concerning risk and safety. People become vulnerable to rumors whereas the skills and
resources that were at their disposal were overlooked due to the urgent need for a workable
strategy (Comfort & Haase, 2006).
