For decades, the apparel industry in South Africa was at a standstill, registering minimal
growth. The government has willingly shown the intent to invest in the department of trade and
industry, which is essential for the growth of the apparel industry. The industry incorporates
capital investments, skills development and the challenges posed by the increase of tariffs on
clothing imports. It is essential for the government to create a perfect balance in the industry. In a
span of ten years, between 2002 and 2013, the jobs in the industry declined from 181,000 to
80,000. In 2013, the clothing industry was responsible for 14% of the employment provided in
the manufacturing sector in South Africa. It was also ranked second for the largest source of tax
revenue (Palmi, 2016). This translate to an 8% growth in the country’s GDP. Domestically, the
industry thrives in the Kwa-Zulu Natal, Western Cape, and the Gauteng area.
Internationally, the apparel industry is thriving with the increase in textile trade. The
textile and clothing industry value is at US$583bn, which represent a 10.6% growth. Textile
exports across Asia and Europe grew by 16%, while that of Africa grew by 18%. Until 2013, the
EU27 has been the largest textile exporter and importer globally. Other countries that registered
high textile exports include China, Hong Kong, United States, South Korea, Pakistan, Japan, and
India. The South African apparel and textile industry is the 11th largest exporter of manufactured
goods and the sixth largest manufacturing sector employer. The sector has employed a total of
230, 000 people and another 200,000 employed in sectors dependent on the apparel sector. The
statistics are an improvement based on the fact that only 19000 employees benefited from the
sector in 1940. The sector faced various problems on the turn of the century, which has led to the
government intervention to save the sector.
