Introduction
Open Data can be defined as facts that are publicly accessible to everyone and can be
retrieved at their disposal (OECD, 2017). Why do federal agencies provide this data to the public?
The main reason they provide it is to ensure involvement and association in delivery of services.
However, the data isn’t openly likely to be manipulated since it’s monitored by some regulatory
agencies. Inferring from the initial open data act approved by President Barrack Obama, all
spending information of federal agencies is to be published on the website USASpending.gov (The
white house, 2013). This is a guarantee that federal agencies can’t embezzle the funds allocated to
them. As the (Open data handbook, 2017) states, transparency is a key aspect cultivated in federal
agencies through open data. In the open data policy, data ought to be presented in an open and
machine readable format. Confidentiality is another chief aspect that is regulated and sustained by
the Executive wing.
There are three categories of open data; Infrastructural, personal and public service data.
Security and privacy are the minimal considerations made on infrastructural data. However, the
main focus is on transport and weather aspects such as temperature. Data on governmental
activities is referred to as public service data. The mainly covered facets in this case are hospitals
and schools facts. Social amenities and budgets that run them in any region are also included in
the public service data. Personal data can be classified as Personally Identifiable Information and
the owner has absolute power and legitimate shield over it. Personal data may involve, names,
emails, sexual inclinations, hospital records or even one’s social security number. Since it’s private
and confidential to the owner, personal data cannot be released or provided for view to the general
public.
