Exceptionality
The term exceptionality denotes something uncommon and extraordinary. The
Individuals with Disabilities Education Act (IDEA) on the other hand offers a more detailed
explanation of what the term exceptionality means. According to IDEA, a child who has an
exceptionality displays lagging growth and development due to a disability. IDEA is aimed at
ensuring that all children with disabilities are entitled to an appropriate education which suits
their unique needs (Iovannone et al., 2003). This paper explores the need to have an all-inclusive
educational program which supports learning among elementary school students with Autism
Spectrum Disorder by emphasizing on the learning styles, the mode of instruction, the presence
of social/emotional support and the integration of the latest technology.
Nowadays, the right to education is considered a human right in the majority of nations
worldwide. According to International bodies such as the International Convent on Economic,
Social and Cultural Rights, every individual who has attained the age of joining school should
have a right to free and compulsory primary educations. Efforts are ongoing to ensure that both
secondary education and higher education are also accessible to all. However, all learners are
unique, and some may have weaknesses that may their limit their ability to be assimilated in the
standard education system. Some of them include students suffering from Autism Spectrum
Disorder (ASD).
Statistics
According to the Centers for Disease Control and Prevention, the number of students who
have been diagnosed with ASD has been on the rise for the past two decades. In fact, the
prevalence of Autism has increased by roughly 123% from 2002 to 2010. Apparently, 1 in 68

children in the USA has Autism Spectrum Disorder. The significant increase in the prevalence of
ASD in most states all over the USA places challenges on school countrywide to provide
developmental learning programs which will serve students with special needs. Only a limited
number of institutions nationwide offer specialized support to the increasing number of students
with ASD. In 2003, the Department of Human Services and the Department of Public Instruction
merged to create a guideline on how to provide support for students with special needs, but the
initiative did not come into fruition (DAKOTA, 2014).
