According to Bobinski (2015), the US health care delivery system remains highly
complicated and ineffective which has led to Americans incurring some of the most expensive
medical expenses compared to most if not all developed nations. The high cost of accessing
medical care in the US, as well as the ever-rising cost of medical insurance, has left many
Americans without any alternatives to seeking treatment. This is in sharp contrast with many
developed countries which have achieved near total coverage for their population. While there
are a number of similarities between the US health care systems compared to that of Canada,
several differences exist as well.
Canada Healthcare System
Unlike in the United States where multiple payers including the private sector, the
government, and individuals are in paying for healthcare services, Canada has over the years
adopted a single-payer health care system which provided for universal healthcare to all
Canadians. Referred to as Medicare, the publicly funded health care insurance system is a single
national plan managed by 13 provincial and territorial health care insurance plans (Valle, 2016).
Under the plan, Canadians are able to receive medical care and other medical services without
paying out of their pocket of needing private insurance. While provincial and territorial
governments are responsible for the management, organization, and delivery of health care
services for their residents, the federal government regulates the quality of services received
while providing funding for the same (Kohler, Sampalli, Ryer, Porter, Wood, Bedford, &
Rivoire, 2017). Apart from being comprehensive in that it covers for most, if not all medical
conditions, the delivery system is also described as universal in that it covers for all residents,

portable in that it must cover Canadian citizens when they travel outside their province or
territory, and accessible (Wendt, 2014).
The health care delivery system in the country is loosely coordinated among the three
levels of government and private insurance. The federal government is exclusively responsible
for funding health care while the provincial and territorial government coordinate the delivery of
services (Wendt, 2014). In the country, co-payments among the consumers of care is negligible,
with consumers having the unlimited freedom to choose physicians (Valle, 2016). In the country,
production of health care services is private with physicians being paid fees for services while
hospitals receive global budget payments. This ensures that medical care costs are controlled by
establishing total expenditure limits for medical services (Wendt, 2014). This has enabled to
keep medical care costs in the country are low cost compared to countries such as the United
