Plan. In order to plan a program evaluation, we must first understand the program and the
needs of the population served. You may use the elements in bold below as headings in your
paper. For this assignment, you will compose a 3 to 4 page paper (paper MUST be in APA) with
the following components:
Identify and describe a criminal justice program in your community (you may use the program
described in Discussion Post #2).
What is the mission of the program and specific population served?
What services does this program provide?
In what way does this particular program address a significant need in the community? Make

Identification and Description of Criminal Justice Program
The criminal justice program that I have identified in the county government of Palm
Beach is the Criminal Justice Service. This program offers other several programs under it, in
which the programs will focus on citizens having access to justice and ensuring crime in the
county is no more. The ending or prevention of crime will focus on distinct demographics
where the problems, which are being experienced by that particular demographic, will be
solved (Palm Beach County, 2017).
Mission and the Specific Population Served
The mission of this program focuses on the reformation and the principle of
accountability, and thus addresses problems that have been examined. The development of
the purpose will highly focus on problem-oriented policing which discusses the issues and
solve them (Vito, 2014). In lights of the criminal justice reformation, the county will aim at
fixing the errors, which have been experienced in the criminal justice system. The principle
of accountability will highly play its role since it will ensure that the judicial professionals in
the county will be able to carry their work transparently and impartially.
The criminal justice program will highly focus on children and elderly persons in their
search for justice (Palm Beach County, 2017).
Services offered by the program
The services provided by the program include legal representation, mentoring and the
counselling of the targeted demographic, evaluation of the court cases and lastly, the
psychological testing of the targeted demographic (Vito & Higgins, 2015).
The response, which the program provides, ensures that the vast gap is closed and to
make sure that the solutions will help the specific demographics to have access to criminal

justice will highly focus on offering legal representation to the particular demographics.
Since the main problem will be a lack of funds, which will also cover the cost of fair
presentation, a proper performance will be provided in both criminal and civil cases to the
specific demographics (Vito & Higgins, 2015).
Another solution, which has been provided, will be mentoring the children and the
elderly persons as well as offering counselling services while they are undertaking the court
procedures in their search for criminal justice. When it comes to the assessment of whether
the response given by the criminal justice program is adequate, the solutions, which have
been provided by the program, will have to be active. And it will have to ensure that the
criminal justice system in the county has undergone improvement after the solutions have
been implemented (Palm Beach County, 2017).
How the program addresses the needs of the Community
According to the program, the goal, which will address the needs of the community,
will focus on helping the children and the elderly by making sure the path to justice is
accessible (Vito & Higgins, 2015). The primary need, which wants to be addressed in the
community, will be the prevention or the end of the crime in the county. The program will
help to ensure that the need has been resolved by providing that the judicial officials will
maintain the principle of accountability while they are attending the community in criminal
and civil cases. The principle of responsibility will make sure that the legal officials perform
the duty in a fair manner which will involve transparency as well as a reasonable level of
impartiality when dealing with not only the targeted demographic but the community as well
(Vito & Higgins, 2015).

How the program benefits from an evaluation
An evaluation of the program plan will highly be beneficial to the program. The
evaluation measures, which will be included in the review, will highlight how effective and
efficient the program will be in the county and whether it will be successful after it has been
implemented in the period stipulated. The evaluation will be beneficial since the application
shall be analysed in depth through the use of qualitative research where the effectiveness and
the efficiency of the program will rely on the data collected after the program has been
implemented and through the use of the logic model. The evaluation is beneficial to the
program since it will ensure that the data gathered after the implementation of the program is
credible, fair and is clear. This evaluation will help to show whether the plan was valid or not
(Vito & Higgins, 2015).
The employment of the logic model into the evaluation will be beneficial to the
program in the long run. The logic model focuses highly on the resources that will be used in
the program. The implementation of the program will further lead to program activities. The
next concept in the logic model is the outputs, which will rely on the services that are being
delivered after the program has been implemented. The program services will be to ensure
that the children and the elderly have access to justice (WK Kellogg, Foundation)
Ethical Considerations in planning and Implementation of the program
The ethical considerations of taken focuses on the data collection where there has to
be a high level of anonymity will ensure that the data will not match the person who provided
the data. Another ethical consideration focuses on the maintaining confidentiality and the
lack of disclosure of the data that has been collected. Another factor is the integrity of the
evaluators who will be part of the evaluation team (Vito & Higgins, 2015).

Initial Steps that I will take as an external evaluator
The initial step that I will undertake is to identify the stakeholders who will have an
interest in the project that is to be evaluated. An evaluation team will also have to be
established. The stakeholders, in this case, will be the community leaders, children and the
elderly since the program highly focuses on them. The next step will develop evaluation
questions, which will be used during the evaluation. The questions will focus on the goals,
the missions, and the activities, which will be employed to achieve the goal. The final step is
to budget a cost, which will cover the evaluation. The budget will focus on the salary of the
staff, the benefits, and the travel expenses. Other steps, which will be considered, would be
the evaluation measures and research methods, which will be applied during the evaluation.
The costs incurred during the review and the collection of data will be included in the budget
as well (Kellogg, 1998).
Conclusion
In conclusion, the criminal justice program which is under evaluation will be
beneficial to Palm Beach County since it offers solutions that will not only help the target
population but the community as well. The program will help in preventing crime in the long
run, and the program evaluation will ensure that the mission and goals are achieved, and the
problems facing the target population are easily solved.

Practical Program Evaluation for Criminal Justice
The Criminal Justice Service provided by the Palm Beach County government
encompasses several programs that are aimed at increasing the access of citizens to justice,
ending the social problem of crime by identifying the issues and proving solutions in its distinct
demographics. For instance, bringing justice to children and the elderly (Palm Beach County,
2017). In other words, it provides skills and technical assistance to citizens necessary for seeking
future careers hence impacting the individuals wishing to advance their studies benefit from the
programs.
However, the mission and vision of this program are to enable the reader to familiarize
themselves on how the principles of accountability, fiscal roles, and evidence-based practice are
applied to plans concerning criminal justice reform (Vito, G.F. & Higgins, G. E, 2015, P2-P2).
The book outlines applicable as well as the methodology on how initiatives before its
adoption and monitoring are determined. In this book, the outcome evaluation helps evaluate the
impact of the program as well as determining how much it achieved its goals. The outcomes or
results of the research are essential since they are adapted to offer guidance decisions to those in
charge of making decisions of the policymakers on whether to maintain, expand, or end the
program (Vito, G.F. & Higgins, G. E, 2015, P5-P1 and 2).
To achieve the above-intended goals, the Palm Beach County CJS has organized its
services around the issues in the criminal justice system that affects the community. As a result,
the mentoring, legal representation, counseling, and psychological testing and evaluation are
designed to achieve specific outcomes. Consequently, crime prevention, child protection and
support system for the social problem are realized. Meanwhile, an assessment of the specificity
and measurability of the goals of the CJS are aimed at focusing on its outcomes (Bergseth,
&Bouffard, 2012).
In summary, the above information shows the importance of CJS programs in the
community through its sub-programs in improving the effectiveness of the criminal justice
system in the county. Focusing on the goals of the program enhance the measurability and
evaluation based on outcomes. Also, the program result assessment would perhaps incorporate
and evaluate the use of qualitative research techniques and several types of research designs
based on credibility, clarity, and fairness.

What are the benefits of using logic models both in the planning and evaluation of criminal justice
programs?
Introduction
Program logic models are the pictures of how the criminal justice program will work in restoring
and minimizing criminal activities to improve the security. This model links the impacts of the illegal
program both in the short and long run with the activities of these programs and its theoretical
assumptions. The model provides the criminal justice program with a roadmap for its implementation, it
highlights how the program will work, and outlining those activities that should be carried logically and
subsequently and finally how the desired impacts will be achieved (W.K. Kellogg Foundation, 2004). The
following are the benefits of logic program models in planning and evaluation of criminal justice
programs;
Program design benefits
When program logic models are used in planning and evaluating the criminal justice program, all
those responsible in the implementation of the program will be focused on the impacts of the program,
connect activities with processes to achieve desired outcomes, and ensuring that the underlying
assumptions of the program are at their minds. All this implies that the process of developing this
program model clarifies how the program will work, and what adjustments will be made once the
program is implemented (Robert & Roger, 1994).
It provides a sturdy base for evaluating the program
The model will demonstrate how the desired outcomes of the program will be produced. It
assists in focusing on the assessment of measuring each set of occasions in the model to perceive what
happens, what works, what doesn't work, and for whom. The evaluation group will have the capacity to

Value for developing a logic model
