Introduction
The criminal justice systems of Omani is established through principles of civil law and
Shari”a. Therefore, an investigative model of the operation of criminal justice is adopted which
influences the Islamic law and the French system of justice administration. Over the years, Oman
has been able to develop an integrated judicial system. Some constitutional reforms have been
presented in the criminal justice system such as criminal law, procedures to conduct an
investigation that is fair, prosecution, trial and judicial system. Criminal offenses are divided into
felonies, misdemeanors and minor crimes. Penalties are based on the type of offense that is
committed and may vary from fines to life sentencing. Consumer protection is a term used to
refer to laws and regulations that safeguard good interactions between service providers and
consumers (Cseres, 2005). In the area of consumer protection, government intervention and
controls are justifiable since they provide essential information concerning irregularities and
imbalances in the market. This is relevant since producers often have more information about a
product compared to the buyers. Consumer protection entails an overview of transparency and
mindfulness of the products and services offered, increased competition, preventing cases of
fraud, acts as a way of educating consumers and reducing unfair practices in the marketplace
(Winn, 2013). There are three complementary characteristics of consumer protection structure.
Firstly, it should include laws and regulations that govern the relationships between the
producers and the consumers to guarantee fairness, rights, and truthfulness. Secondly, it involves
an operational execution mechanism that includes how to resolve the dispute. Lastly, it embraces
financial literacy and competence by helping consumers to acquire the required skills and
knowledge during management of finances. The consumer protection law intends to encourage
and uphold a level of fairness and equality between the buyers and suppliers. It also protects

customers against monopolistic firms and businesses that carry out deceitful practices. The
consumer protection law warrants supplying of correct information about goods and services that
consumers purchase. It also prevents businesses from accumulating profit that was earned
unlawfully through dishonesty.
Consumer Protection Laws ensure that useful market is maintained for startup companies
that wish to engage in the activity by offering restrictions for fraudulence and monopolistic
business practices. Royal Decree number 26/11 to advance and progress a downstream chain that
was sustainable to provide support for Oman’s market consumer that was blooming and thriving
established the Public Authority for Consumer Protection (PACP) in 2011. PACP proposed to
protect the rights of consumers as well as to recognize the provision of skilled, transparent and
acceptable services to customers can lead to a market that is healthy and prosperous. Therefore,
it attempts to safeguard the rights of the buyers as well as promote awareness. However, for this
to fruition, consumers are required to engage actively. PACP has come up with the Complaints
and Suggestions service that works in unison with buyers to ensure there is the achievement of
what the law claims. This is done by presenting the consumers with the capability of lodging
complaints or suggestions against a supplier or the authority and can be done at the convenience
of the consumer. Oman’s Consumer Protection Law was publicized as Royal Decree 81/02 with
executive principles that were issued by the Ministerial Decision 49/07 and labeled Consumer
Protection Law. The law is useful in the country as it helps consumers to be aware of the rules
that were made available to protect them against rapacious service providers. According to the
state of Oman, the Consumer Protection Law is legislation that is focused on ensuring that
suppliers and service providers abide by principles of integrity and fair dealing when they deal
with their customers (Mahrouqi, et al., 2011). However, ...
