- Assess the positive and negative effects that peace and war, respectively, have on the distribution of foreign aid in the developing country that you have selected. Support your response with concrete examples of each of the results that you have cited.
- Analyze the specific actions that the leadership of the selected country has taken, through the use of its foreign aid from donor nations and international lending institutions, to relieve the severe problems caused by warfare.
- Discuss whether or not the extension of foreign aid has successfully reduced poverty and the incidence of warfare in the selected country. Support your response with examples.

Introduction
Foreign aid refers to the voluntary transfer of resources from one country to the other. It
occurs in numerous forms such as food aid, humanitarian emergency assistance or military
assistance. In the world, Afghanistan is one of the countries that heavily rely on foreign aid as this
help accounts for more than 90 percent. It is a low-income country that ranks 172 in the Human
Development Index and as per 2010, it had a GDP of US$501 (Adelkhah, 2017). The efficiency
of this programs depends on the different forms of aid provided to its recipients considering the
social, economic, and political situation. In this way, this paper reveals the positive and negative
impacts that peace and war have on the administration of external relief in Afghanistan, particular
actions that its leaders have taken through the use of these donations to relieve problems and
whether the extension of the aid has been effective in reducing poverty.
The Afghan crisis did not occur due to the Soviet invasion of the country in 1970 but
conflicts are related to the historical processes that are deeply ingrained in the formation of the
