Description

Choose one of the 3 scenarios listed below and write a 3000 word paper (plus or minus 10%) that briefly describes the incident.

The final paper will be your opportunity to present a plan and objectives for providing logistic support to a fictional disaster situation. Although every situation encountered has its own unique requirements in order to successfully support the operation, there are basic actions taken pre-, intra- and post that should be followed. Incorporate what you have learned in policy, practice and possibly personal experience and develop an operational (tactical) plan- focused on logistics support- to ensure that disaster operations go smoothly. The goal of your paper should not to create the “perfect solution”; more it should be an examination/analysis of the situation at hand, and your role as a disaster logistician to assist the Incident Commander in supporting emergency operations.

You may select one of the topics for your paper:

  • A community of approximately 10,000 has been exposed to an unknown virus. It appears to be spread by contact. At present, only a small portion of the population is affected. Government leaders and health officials are contemplating community containment. Discuss how you, as the logistic chief, would supply and support emergency operations, what agencies would you seek support from, and establish points of distribution.
  • Severe storms have ravaged your rural community of 10,000. Fortunately, there are few deaths but many are displaced. Being rural, access to the community is limited and made worse by the storms. Discuss your immediate actions post-incident, and present a plan for short term sustainment of operations and support to population. If a logistics pre-plan would be beneficial, include that in your discussion.
  • Your rural community of 10,000 main employer- a large agricultural chemical processing plant- is struck by a large fire. Due to the nature of the chemicals, the fire may last for days. Emergency Management has decided to tell citizens to shelter in place versus to evacuate. The incident has drawn responders from a large area, and most arrive ill equipped for a sustained operation. Further complicating the issue is water runoff from fire suppression into the town’s only source of water. Discuss how you would support both the citizens and the providers while being aware of sheltering, along with limited movement because of the fire. Do not be concerned about the potential exposure- focus on the logistic support.

First and foremost, the role of a disaster logistician is to act as a bridge between the
materials aids and the area where the disaster has occurred. My role will be to ensure that there is
an efficient flow of materials and equipment to the area for instance syringes to draw blood
samples, laboratory solutions to test the body fluids, protective clothing, and laboratory rats to
test on among others. This is a very important and crucial role in disaster management since the
virus will be controlled and cured using different aid materials which are required for a
successful operation. I should also ensure that all areas of operation have had clearance for any
bacterial, fungal or viral infection. As a disaster logistician, I should also ensure that all patients
that exhibit any viral infection symptom have been properly quarantined.
A virus is a small organism that replicates only when it is inside the living cells of an
organism. The cells are the building blocks of life and are the smallest unit of organization in a
living thing. These living cells have very important roles in a human being such as adaptation,
metabolism, reproduction, growth, irritability, organization and metabolism. Metabolism
involves the chemical reactions that occur in the body. Human beings are multicellular animals
and they have so many cells in them and thereafter they differ during development where some
form the specialized cells and others the organs. Multicellular indicates that human beings have
different and many cells which perform different roles.

Viruses are usually not alive by themselves and therefore they need to get into a human
body in order for them to multiply. When they get into the body, the take over the function of the
cells and therefore instead of the cells generating the usual products, viral particles are produced
instead. A virus contains three parts which include the nucleic acid, protein coat, and the liquid
membrane. The nucleic acid is where the deoxyribonucleic acid (DNA) is found and this DNA
stores all the information about the virus.
Viruses can enter into the body in different ways such as from the environment, from
other individuals, they can also follow a pattern where they move from the soil to water to the air
and then to the human being through the nose or the mouth. They can also penetrate into the
human body through an opening that is on the skin.
Since this virus is unknown and therefore there are no vaccines for curing nor preventing
it. The small portion of the population that has the infection should be segregated from the rest of
the community in order to control the transmission. This may be a little difficult since some may
fail to obey being segregated from their families because at the moment they think they will die.
The incident commander for the emergency operations and I comes in and tries to explain to
them the importance of the separation. Since this virus is being contracted through contact, then
there should be no any contact that should occur between those that have the infection and the
healthy people. When people are living together or staying in the same place, there are a lot of
contacts...
