There are two chambers in the US Congress. These are the Senate and the House of
Representatives. House of Representatives members serves two-year terms in a district while
those in the representing their states serve six-year terms in the Senate. In total, Congress has 535
voting members comprising 435 Representatives and 100 Senators from across the United States.
The overarching role of Congress is to lawmaking to set policies that help resolve various
problems in the country.1 Unfortunately, Congress is highly political and its members are always
looking ahead to the next election to see who survives and who doesn’t. This political contest
means that people who care about a certain matter must lobby others to see their viewpoint until
a bill passes. Besides creating legislation, Congress is also tasked with delegating authority,
budgeting, congressional oversight, and serving their constituents.
Congress plays an integral role in strategic intelligence mainly by playing a supervisory
role. After 9/11, Bush administration was accused of withholding important information from
Congress such as how they were conducting the interrogations of suspects and wiretapping. In
addition, Congress was not privy to a host of intelligence programs that the Intelligence
Community was applying to keep the nation safe from domestic and foreign terrorists. This
