Discussion 1: State of California Emergency Plan

Revision process:

The State of California will the emergency plan as required and all made change will be issued through online and publication distribution systems and by use of varieties of sources including DHS (Courserooma.capella.edu, 2018). Relevant recommendations are welcomed to help in improving the emergency plan to ensure it better and effectively serve the needs of California people. The planning partners include FEMA (“Federal Emergency Management Agency) and DHS (“Department of Human Services”).

The methodology used to formulate the plan:

Plan was formulated using an analytical orderly and problem-solving methodology. In other words, the plan follows sets of logical, strategic steps from its initiation to objectives analysis, to comparison and development of ways to achieving the emergency plan objectives (Courserooma.capella.edu, 2018). Effective methodology is used in order to achieve the objective of the plan and to ensure that it supports creativity, insight and initiative in the face of fluid and uncertain environment.

Further, the methodology used supports and guides activity preparedness. The plan provides a strategic framework in order to ensure effective preparedness through establishing desired-end state and necessary tasks needed to accomplish and achieve the emergency plan’s mission.

Whether the plan provide an all-hazard approach:

The plan provides all-hazard approach; various hazards and threats are comprehensively addressed in the emergency plan. In addition, various strategies for deterrence/prevention and risk mitigation techniques are addressed in the plan. The hazards and threats are categorized into two classes: those that have high probability of occurring and those that could cause property damage, injuries, environmental impacts, and business disruptions (Fema.gov, 2018). Further, vulnerabilities are analytically analyzed and potential impacts assessed.

Explanation of my evaluation of the plan as it relates to readings:

In essence, local governments, state agencies, and others relevant agencies must be fully prepared to responding to and tackle emergencies that could occur. The “State of California Emergency Plan” provides a comprehensive plan detailing on how to respond to disaster emergency situations associating with human-caused emergencies and natural disasters. The plan describes and details effective methods for carrying out emergency operations, processes for providing mutual aid and government agencies’ services (Fema.gov, 2018). Mechanisms are also provided on resources mobilization, process of ensuring government continuity during disaster or emergency and on how public is to be informed during the disaster situations. The plan emphasizes on program mitigations to reducing vulnerabilities and effective preparedness activities to ensuring resources and capabilities are timely availed in case of an emergency.
